5 new work permits announced for federal employees

The UAE government has introduced five new work permits for federal employees in the country.

The UAE last year approved new labor laws introducing these flexible working models to reduce operating costs and improve employee productivity.

According to Al Bayan, administrative regulations indicate that appointments to federal entities are based on one of the following employment models:

Full-time employment: Work for a federal entity during official business hours on all workdays.

Part-time employment: Working for a federal entity for a certain number of hours or days.

Temporary Employment: Full-time employment during normal working hours on all workdays, but on a temporary contract. This type of employment is intended to perform work of a specified duration, or is a self-contained assignment that ends upon completion and lasts less than one year.

Flexible working: Working for a federal entity that can vary hours or days based on workload and operating economic variables within the workplace.

The new regulations define general guidelines for contracting. With the exception of temporary contracts, the maximum contract period for any employment model is three years, renewable based on the employee’s performance. The duration of the temporary contract is less than one year. The actual contract period is determined by the employer.

The regulations also stress that preference is given to national citizens when appointing any vacant positions in federal entities. Non-citizens may be appointed if there are no candidates who meet the requirements of the vacant position. The regulations also allow for the appointment in the federal government of veterans and civilians who are citizens of the country.

From February 2, 2022, the Ministry of Human Resources and Emiratisation issued 12 types of work permits.

These types of work permits include student training, employment permits, and work permits for citizens and children of Gulf Cooperation Council (GCC) countries, which allow the employment of citizens or GCC persons in establishments registered with the ministry.

Work permits can also be issued to golden visa holders if entities registered with the ministry are required to employ workers holding this visa. National work permits for trainees can also be granted to institutions registered with the Ministry wishing to train citizens with approved scientific qualifications.
