He told reporters in New York on Monday: “I was particularly shocked to see that the Taliban’s promise to Afghan women and girls was broken.”
“I strongly call on the Taliban to honor their commitments to women and girls and fulfill their obligations under international human rights law and humanitarian law.”
Millions of girls across Afghanistan are still waiting to return to school, and the Taliban allowed boys to attend classes last month. The move raised concerns about the future of women’s education under the leadership of the Taliban, who pledged to safeguard the rights of girls and women in the country when they took power in August.
The rejection of girls at this time heightened concerns that the Taliban might return to the hard-line rule of the 1990s. During this period, the law prohibited women and girls from receiving education and employment.
The organization also appointed an all-male cabinet and said it might include women in the future.
Guterres said he was “shocked” at seeing the promise “broken”, adding that gender equality was his top priority.
“Breaching promises will lead to the shattering of the dreams of Afghan women and girls,” the UN Secretary-General said. “Women and girls need to be the center of attention,” he added.
In his speech, Guterres also urged the international community to “inject liquidity into the Afghan economy to avoid collapse.”
He said: “We need to find a way to help the economy breathe again… and this can be done without violating international law.”
‘Positive relationship’
According to Acting Foreign Minister Amir Khan Mutaki, the Taliban delegation is scheduled to meet with EU representatives in Doha on Tuesday when Guterres made the remarks.
The meeting will be held after the first face-to-face meeting between the Taliban government and the United States.
“Tomorrow, we will meet with representatives of the European Union. We are actively meeting with representatives of other countries,” Mutaki said in the capital of Qatar.
“We want to establish a positive relationship with the entire world. We believe in balanced international relations. We believe that this balanced relationship can save Afghanistan from instability,” he added.
As the United States ended its 20-year occupation of Afghanistan and the organization regained power, the organization’s diplomatic promotion followed.
On Saturday and Sunday, they held their first face-to-face meetings with US officials since returning to power. The US emphasized that this meeting does not constitute recognition of the Taliban government.
Mutaki said that the focus of the Afghan delegation is humanitarian assistance and the implementation of the agreement signed by the Taliban and Washington last year to pave the way for the final withdrawal of US troops.
The minister said that the Afghan delegation has asked the United States to lift the ban on the reserves of the Central Bank of Afghanistan. He added that the United States will provide Afghans with a vaccine against COVID-19.
The Afghan economy is on the verge of collapse, international aid is interrupted, food prices are rising, and the unemployment rate is soaring.
The Taliban’s efforts to consolidate its rule were also undermined by a series of attacks by the Islamic State in Khorasan Province (ISKP), which claimed that the bombing of Shi’ite mosques killed more than 60 people on Friday.
