Lavrov praised the Taliban’s efforts to stabilize the country’s military and political situation and ensure the operation of state institutions.

Lavrov said in his opening speech: “We are satisfied with the actual level of interaction with the Afghan authorities, which can effectively ensure the safety of Russian citizens in Afghanistan and the unimpeded flow of our embassy in Kabul.”

At the same time, he emphasized the importance of respecting human rights and implementing a balanced social policy, adding that he discussed these issues with the Taliban delegation before the meeting.

Lavrov said that Russia will soon send a batch of humanitarian aid to Afghanistan.

The Kremlin’s special envoy for Afghanistan, Zamir Kabulov, who also participated in the talks, said that the international community’s recognition of the Taliban will depend on the inclusiveness of their government and their human rights record.

“We hope that the Taliban can meet… the international community’s requirements for inclusiveness and basic human rights, including a wide range of human rights. They confirm that they are working hard to solve this problem, improve the process of governance, and the process of improving the human rights situation,” Ka Bloff told reporters.

Abdul Salam Hanafi, deputy prime minister of the Taliban’s interim government who participated in the talks on Wednesday, said, “This meeting is very important to the stability of the entire region.”

Participants in the talks called for an international donor conference to be held under the auspices of the United Nations, “recognizing that after the conflict… the core burden of Afghanistan’s reconstruction and development must be borne by large countries with military contingents. Countries in the past 20 years.”

The Soviet Union fought a 10-year war in Afghanistan and finally withdrew in 1989. In recent years, Moscow has made a strong comeback in international negotiations on Afghanistan, receiving Taliban representatives and members of other factions. Used in bilateral and multilateral meetings.

Prior to Wednesday’s meeting, earlier this week, senior diplomats from Russia, China and Pakistan held a meeting. The United States is also part of the “extended troika” format and did not participate in the meeting.

Last week, Russian President Vladimir Putin pointed out that there should be no rush to officially recognize the Taliban as the new ruler of Afghanistan, but emphasized the need to negotiate with them.

At the same time, Putin and other Russian officials emphasized the threat posed by the Islamic State organization and other militants stationed in northern Afghanistan, and pointed out that drug trafficking from Afghanistan will continue to pose a challenge.

The top Russian diplomat urged the Taliban to “not allow (use) Afghan territory to harm the interests of any third country, mainly its neighbors, our friends and allies in Central Asia.”

Russia has vowed to provide military assistance to its former Soviet alliance friends in Central Asia to help deal with the threat, and to hold joint exercises in Uzbekistan and Tajikistan, which are neighbors of Afghanistan.
