The working group is developing a strategy based on guidelines based on best practices and international charters
The Department of Community Development (DCD) has launched a comprehensive strategy to combat drug use, addiction and ensure rapid treatment for drug users in the emirate.
The Abu Dhabi Comprehensive Strategy to Combat Addiction (2022-2024), with the theme ‘Communities free from addiction’, aims to develop a holistic system to prevent drug use, enable early identification and intervention, and provide appropriate treatment for drug users , and to ensure rapid reintegration into family and society of those who have recovered.
The strategy was developed in partnership with local and federal entities, the private and third sectors.
The strategy focuses on five pillars:
1. Restricting drug supply and controlling access to narcotics
2. Strengthen prevention efforts and early intervention through educational activities and parent education programs
3. Detection and treatment, including examination, follow-up and referral, launch of a multi-channel platform to raise awareness of the drug problem
4. Reintegrate recovered persons into the community
5. Introduce enabling factors, including codes of conduct, to ensure patient confidentiality and to develop an addiction-related legislative framework.
In launching the strategy on Monday, Community Development Chairman Dr Mugheer Khamis Al Khaili said: “The Abu Dhabi Comprehensive Strategy to Combat Addiction is a key player in enabling individuals, societies and stakeholders to play their roles and is based on the principles of inclusion, collaboration and best practice. responsibilities, help protect individuals and families from negative behaviours such as substance abuse, which will ensure the proper and healthy integration of former recoveries into society in a positive way.”

He added: “A working group representing different sectors worked to develop the strategy based on best practice and international charter guidelines, such as the need to focus on early prevention and the importance of providing necessary treatment and rehabilitation support to different groups.
“The Ministry of Community Development has a responsibility to develop an integrated system by working with the relevant authorities, which will facilitate the early detection of cases, and employ methods and mechanisms to ensure the reintegration of recovered drug users. We hope that after the implementation of the strategy, it will reduce drug use usage and associated deaths, and increase the number of people receiving treatment.”
Dr Layla Al Hayas, Executive Director, Monitoring and Social Innovation, Ministry of Community Development, said: “DCD pays equal attention to all segments of society to ensure they are integrated and empowered. The aim is to make everyone productive in society.
“This is in line with DCD’s efforts to ensure a decent standard of living, and to protect and support Abu Dhabi’s communities, with the help of our public and private sector partners, and to engage them in the development of programmes, initiatives, strategies and policies. Benefit Everyone.”

DCD also aims to empower families with parenting skills to protect young people from drugs and prepare children to be productive and responsible citizens.
DCD has also launched a “My Community With Me” campaign on digital platforms with partners, which coincides with the new rollout of the strategy. The campaign aims to raise awareness and promote prevention, early identification, treatment, and reintegration into families and communities.
