The new investigation is called a “model or practice”—checking whether there are unconstitutional or illegal policing patterns or practices—usually a comprehensive review of the entire police station.

When announcing the investigation, Garland also pointed out what he described as “resolving a wide range of social problems by turning to law enforcement agencies, thereby putting pressure on the police industry.”

“Many times, we ask law enforcement officers to be the first and last option to solve problems that our criminal justice system shouldn’t handle,” he said. “This makes the police’s job more difficult and increases unnecessary confrontations with law enforcement agencies. And hinder public safety.”

Assistant Attorney General Christine Clark said investigators will meet with police and supervisors and review body camera videos, as well as training materials and other records. She said that the Justice Department had talked with Phoenix officials and they expressed support for the investigation.

“Protecting the rule of law requires that those who enforce our laws also abide by these laws,” Clark said.

Clark said that the Justice Department had reviewed a series of public information, including lawsuits and news reports, before deciding to investigate Phoenix.

Phoenix City Mayor Kate Gallego said in a statement: “I welcome the US Department of Justice’s review of the Phoenix Police Department.”

“Together with the city manager and the chief of police, I stand ready to support the U.S. Department of Justice throughout the review process.”
