A majority of a parliamentary committee formed to investigate corruption allegations against Chief Justice Cholendra Shumsher recommended that the full House of Representatives begin impeachment proceedings against the chief justice — just four hours before the end of the House term.
The 11-member panel went along partisan lines, with six supporting the proceedings while the rest insisted there was not enough basis to move forward with impeachment. However, it is unclear what Rama will do if the House fails to impeach him, as he has 87 days to retire. “He can now go to court because his suspension is automatically withdrawn after the House ends without impeachment,” the source close to him said, adding that he would consider the wider implications of any steps he took.
The current House of Representatives will end its session at midnight on September 17, according to a letter to the parliamentary secretariat. The process of submitting a list of candidates under the proportional representation system will begin on Sunday.
A total of 97 MPs belonging to the ruling coalition signed a notice in early March calling for the impeachment of Rana, citing his addiction to corruption and his conduct inconsistent with the resignation he served. The move alienated many as the speaker, who belongs to the ruling coalition, spent six months dealing with the matter and setting up a mandatory parliamentary committee to investigate whether further litigation was worthwhile.
