The Emirates Water and Electricity Corporation (EWEC), the UAE’s leading company in the integrated coordination of hydropower planning, procurement and supply, invited developers and a consortium of developers to submit an Expression of Interest (EoI) on Monday to develop a reverse osmosis (RO) stand-alone water supply in the Abu Dhabi Islands. The Abu Dhabi Islands RO IWP project consists of two separate greenfield RO desalination plants, located on Saadiyat Island and Hudayriat Island. Both plants will desalinate seawater using low-carbon-intensive reverse osmosis technology to provide a combined total of approximately 100 million imperial gallons per day (MIGD), equivalent to 455,000 cubic meters per day. The plants under the Abu Dhabi Islands RO IWP project will collectively meet the water needs of up to 180,000 households in the Emirate of Abu Dhabi.
Once operational, the project will be EWEC’s seventh and eighth RO desalination plants, advancing EWEC’s strategic move to decouple electricity and generation capacity and support the decarbonization of water and electricity production.

Othman Al Ali, CEO of EWEC, said that reverse osmosis is an important low-carbon intensive desalination technology that enables EWEC to strategically transform its water and power generation mix and ultimately contribute to the decarbonisation of the energy sector.
“The Abu Dhabi Islands RO IWP project is the fourth RO project initiated by EWEC in the past four years and, once commercialized, will be the seventh and eighth RO plant in EWEC’s portfolio. EWEC is proud to lead the way in energy The industry’s rapid and sustainability-focused mix of water and energy production to support the UAE Energy Strategy 2050 and the UAE’s Net Zero by 2050 strategic initiative,” he said.
“We look forward to receiving expressions of interest from developers and consortia of developers to work with us to contribute to the achievement of Abu Dhabi and the UAE’s Sustainable Development Goals.”
The project will involve the development, financing, construction, operation, maintenance and ownership of two separate greenfield reverse osmosis desalination plants. A successful developer or consortium of developers will own up to 40% of the Special Purpose Vehicle (SPV), while the remaining stake will be primarily held indirectly by the Abu Dhabi government. SPV will enter into a long-term water purchase agreement (WPA) with EWEC, the single buyer of electricity, water capacity and production in the Emirate of Abu Dhabi.
EWEC invites developers or consortia of developers to submit Expressions of Interest (EOI) for the first stage of the bidding process by the deadline of 30 September 2022 at 12:00pm Gulf Standard Time (GST). Interested parties please submit the EOI electronically to: ewec.adislandsro@ewec.ae
After reviewing the Expression of Interest, EWEC will issue a Request for Qualification (RFQ) to proceed to the next stage. The RFQ will provide more details on the project, prequalification criteria and bidding process.
