“I think Michael did his best throughout the year under difficult circumstances,” Horner said.
“We have to remember that he had almost no support in that game control tower and was very alone.
“When you follow the process of how they see the way the car runs, it goes back to pen and paper.
“He doesn’t have all the backups that the team has, for example, our operating room and software.
“It’s still a very rudimentary process.”
Massey lost his job at the FIA as a result.
At the Italian Grand Prix this season, Verstappen won when he finished behind the safety car – a correct interpretation of the rules.
Verstappen leads the 2022 standings and could claim his second consecutive title at the Singapore Grand Prix this weekend.
