DUBAI – Hessa bint Essa Buhumaid, Minister of Community Development, and Ayman Al-Mufleh, Minister of Social Development of Jordan, signed a Memorandum of Understanding (MoU) between the UAE and Jordanian governments on cooperation on social development issues, covering seven areas.
These areas include rehabilitation and empowerment of persons with disabilities (people of determination), family development, productive families, protection and social welfare, elderly welfare (older persons), non-welfare public associations and social assistance.
The MoU was signed by Hessa Buhumaid at the 77th session of the Executive Office of the Council of Arab Ministers of Social Affairs in Jordan from 19 to 20 October 2022. The agreement is part of a joint social work, an effort by the two countries to consolidate bilateral ties, but also to strengthen cooperation, through the exchange of experiences, to consolidate bilateral ties, especially in the social and developmental fields.
The MoU focuses on exchanging best experiences and practices on the rehabilitation and empowerment of persons with disabilities (people of determination) through visits, recognizing the experience of both countries in the field of welfare and rehabilitation. In addition to exchanging information, scientific publications, apps and smart programs, the MoU will benefit from expertise in the field, the latest laws and legislation regulating work, and exchange of successful experiences in hiring people with determination.
On family development, the MoU underscores the importance of exchanging information, legislation and expertise to identify the latest research findings in the field of family development between the two countries. The memorandum also mentions the exchange of experiences between the two countries on micro-enterprises for the social and economic empowerment of women, cooperation in the areas of legislation, policies and programmes related to women’s social and institutional development, and exchange of social and advocacy experiences and initiatives. Awareness supports equality and gender balance and reduces violence against women.
The MoU also highlights the importance of developing productive households between the two countries through the exchange of experience and technical advice on the economic and intellectual empowerment of productive households. Focus on organizing the display of excellent home-producing products, exchanging experience, and conducting research and research in the fields of small and micro enterprises’ income increase and home-producing projects.
Article 4 of the Memorandum of Understanding emphasizes the protection and social welfare aspects, with exchanges of experience, visits, research and legislation in the field of children of unknown parents and foster families, joint research results in the field of youth protection, welfare and rehabilitation, social protection agencies and Benefit from successful experience in this field.
As for the benefits of senior citizens (senior citizens), the MoU focuses on the importance of exchanging experiences and policies related to these categories. At the same time, it encourages all relevant associations working in the UAE and Jordan to cooperate in serving the elderly (elderly).
Article 6 focuses on the efforts of non-profit public associations, as both countries emphasize the importance of exchanging experiences, volunteering and social responsibility activities, and cooperating in the areas of association-related legislation and policy.
Article 7 of the MoU discusses social assistance; it expresses the exchange of UAE and Jordanian experience, legislation and best practices in enabling beneficiaries to work, reviewing the two countries’ efforts to find alternative sources of income for beneficiaries of social assistance, initiatives and projects experience and initiatives.
