BAGHDAD, Nov. 19 (AP) — Islamic State militants attacked an Iraqi army position in northwestern Iraq’s Kirkuk province early Saturday, killing four soldiers, a security source and a local government official. officials said.

Kirkuk Governor Rakan Saeed al-Jiboury told The Associated Press that the attack was “caused by negligence and negligence” by security forces.
