UAE launches region’s first climate action coalition ahead of COP28

Abu Dhabi: During the recent climate negotiations at the United Nations Framework Convention on Climate Change (UNFCCC), Emirates Nature-WWF officially launched the UAE Alliance for Climate Action (UACA) at COP27 in Egypt.

The coalition was created for non-state actors to increase momentum for a net-zero target based on science and the Paris Agreement, a global treaty calling for coordinated climate action to reduce greenhouse gas emissions and limit warming to 1.5 c.

UACA aims to increase net zero targets and implementation ahead of COP28, but focuses on post-COP28 engagement and activities to ensure momentum and implementation are met.

Mariam bint Mohammed Almheiri, Minister of Climate Change and Environment, said: “We are delighted to see NGOs such as UAEWF-WWF contributing to advancing the country’s net zero ambitions. We support the launch of UACA and encourage the UAE to UACA will also support the implementation of the MOCCAE’s UAE Climate Responsibility Corporate Commitment signed by private sector entities to guide them in fulfilling their commitment.”

She added: “Only through effective synergy between the triple helix – government, the private sector and academia – can we mitigate and adapt to the global challenge of climate change.”

Laila Mostafa Abdullatif, Director General, UAE Foundation for Nature, said: “Our aim is for UACA to be the UAE’s leading non-state actor and flagship project; and to engage stakeholders by supporting and implementing tangible adaptation and mitigation strategies, plans and actions To have a more significant impact, these strategies, plans and actions truly contribute to reducing the impacts of climate change and contribute to efforts to limit global warming to 1.5C.”

The expected outcomes of UACA are to provide capacity building and tools to implement and achieve transparent and credible net-zero emission targets; launch the Marrakech Partnership for Global Climate Action locally and through a bottom-up approach in a collaborative, meaningful ways to engage local and non-state actors (SNSA). UACA will collect feedback, gather insights, investigate barriers and propose solutions from non-state actors to establish science-based goals, which are then further incorporated into policy through government and stakeholder engagement.

UACA’s first founding donor, Abdulfattah Sharaf, CEO of HSBC Bank UAE and Head of International at HSBC Bank Middle East, said: “We are committed to achieving net-zero carbon emissions across our operations and supply chains by 2030, and with our partnership Partnerships to address science-based decarbonisation and net zero target setting. UACA was launched at COP27 in cooperation with the Global Climate Action Alliance (ACA), coordinated by WWF International, Carbon Disclosure Project (CDP), Climate Action Network (CAN), C40 Cities Climate Leadership Group, etc., and its mission is to Engage sub-national and non-state actors (SNSAs) from sectors as diverse as finance, transport, real estate, food and SMEs, and create a global network of domestic multi-sectoral alliances committed to supporting their countries in delivering and strengthening climate goals.

UACA will also work with like-minded organizations to strengthen members’ technical capacity in net zero goal setting. In particular, UACA will work with Boston Consulting Group (BCG), a strategic partner of the Emirates Nature Foundation, to support climate action across sectors globally and across the UAE through its deep expertise and experience.

In addition, UACA will work with civil society organizations such as the Clean Energy Business Council (CEBC MENA) to foster constructive dialogue and collective action and further advance public policy towards net zero goals.

During the event, UAE-based non-state actors such as Alserkal Group, Apparel Group, HSBC Bank Middle East Ltd, SirajPower, talabat and Unilever Gulf signed up as initial signatories of the alliance by agreeing to UACA principles and growing ambition. Over the next few months, UACA aims to bring on additional founding members and partners to strengthen its coalition and showcase these donors, members, its programs and tools.
