UAE strongly backs India’s bid for UN Security Council permanent membership

With India assuming the presidency of the UN Security Council in December 2022, its staunch geopolitical ally, the United Arab Emirates (UAE), strongly supports the country’s permanent membership in the UN Security Council (UNSC). Other countries such as France and the United Kingdom (UK) are also supporting India’s permanent seat. UAE Minister Noura Bint Mohammed Al Kaabi congratulated India and its UN delegation on what she described as a very successful eight-term tenure on the Security Council.Speak at UNSC Open Debate “Maintaining International Peace and Security: A New Direction for Reforming Multilateralism” Al Kaabi welcomed India’s voice in multilateral global forums as he pushed for New Delhi’s permanent membership.

Noura Bint Mohammed Al Kaabi of the UAE said: “Your statement in this chamber is imperative and the UAE reaffirms its support for India’s bid to become a permanent member of the reformed UN Security Council.”

India, currently a non-permanent member of the UN Security Council

The UN Security Council is mandated to maintain global peace, prosperity and security and has the authority to impose binding obligations on the 193 UN member states. The 15-nation council has five permanent members, known as the P5 based on their importance after WWII – the US, UK, France, China and Russia, all of which back India for a permanent seat Seats in United Nations agencies. The ten non-permanent members are elected by the General Assembly at the end of each year for a two-year term and are currently:

  • Albania (2023)
  • Brazil (2023)
  • Gabon (2023)
  • Ghana (2023)
  • India (2022)
  • Ireland (2022)
  • Kenya (2022)
  • Mexico (2022)
  • Norway (2022)
  • United Arab Emirates (2023)

The United Nations has more than 50 member states that are not members of the Security Council. They can participate in discussions without a vote when the Council considers that the country’s interests are affected. Britain’s permanent representative to the United Nations, Dame Barbara Woodward, pushed for India to become a permanent member on Wednesday, saying the council should represent the world more inclusively than it does today.

The UK has called for an increase in permanent and non-permanent categories as more countries have a say in global affairs. She reiterated that the British foreign secretary had also publicly reiterated his support for new permanent seats for Brazil, Germany, India and Japan. Meanwhile, Ambassador Nicolas de Riviere, France’s permanent representative to the United Nations, also said Paris supported the expansion of the Security Council. This is in light of the emergence of new powers across the globe. Consequently, France pushed for permanent membership of Germany, Brazil, India and Japan.

Earlier, Russian Finance Minister Sergey Lavrov also expressed support for India to become a permanent member of the UN Security Council. Lavrov noted that India is an important international player in geopolitics and global affairs. In his speech at the 77th session of the UN General Assembly, Lavrov emphasized that India is a well-deserved candidate for permanent membership. All four permanent members of the UN Security Council, except China, support India as a permanent candidate.
