Canada summoned the Russian ambassador on Wednesday over an attack in the Ukrainian city of Dnipro that killed at least 45 people, including several children, Canadian Foreign Minister Melanie Joly said.
Joly told reporters in Toronto that officials summoned Ambassador Oleg Stepanov “to make it clear that we do not accept Russia’s recent brutal attacks on civilians in Dnipro.”
Stepanov later said his discussions at the meeting had focused on the “predictable line of overall Western propaganda,” with Moscow’s differences with Canada leaving little room for diplomacy.
Saturday’s attack on an apartment building in Dnipro was the deadliest attack on civilians since Russia’s three-month missile bombing campaign began.
Ukraine said the building was hit by a Russian Kh-22 missile. The Kremlin said Saturday’s wave of missile strikes did not target residential buildings.

Canada, like other Western countries, has imposed broad sanctions on Russia over its invasion of Ukraine, and Joly said Ottawa would continue to hold Moscow accountable.
Earlier on Wednesday, Canada announced the provision of 200 Senator armored personnel carriers as part of its military aid to Ukraine.
“We will continue to stifle the Russian regime with coordinated sanctions and we will continue to counter Russian lies with facts,” Joly said alongside British Foreign Secretary James Cleverley.
Cleverly echoing his Canadian counterpart’s comments about continued support for Ukraine. He met with Secretary of State Antony Blinken in Washington on Tuesday before heading to Toronto.
Canadian and British troops are also training new Ukrainian recruits in the U.K., and Joly said more Canadian experts will soon join the U.K. government’s information team to combat what she says is Russian disinformation.
Stepanov told Russian reporters by phone that Russia and Canada “have very deep differences on Ukraine. In essence, we broke up again without agreeing on assessments.
“By basing everything on a pro-Ukrainian and sharply anti-Russian line, they are expanding the level of the current confrontation and leaving no chance for further diplomatic work,” TASS quoted him as saying.
