United Arab Emirates: Adoption of the Harmonized System of Ship Inspection and Certification

The UAE Federal Maritime Authority (FMA) has adopted IMO Assembly Resolution A.1156(32) Guidelines for surveys under the Harmonized System of Survey and Certification of Ships (HSSC) 2021, in relation to the 1988 Protocol on International Conventions on the Safety of Life at Sea 1974 and 1988 Protocol to the International Convention on Load Lines.

A sort ofThe requirements of resolution A.1156(32) and its annexes shall be fully complied with, and copies of the procedures and documents required to fully comply with the requirements of the resolution shall be provided to FMA upon request.

In 1988, the 1988 International Harmonized System of Inspection and Certification Conference (1988 HSSC Conference) adopted the 1988 Protocol on the 1974 International Convention for the Safety of Life at Sea (1988 SOLAS Protocol) and the 1988 Protocol on the 1966 International Convention on Load Lines (1988 1988 Act, which introduced, inter alia, a unified system of inspection and certification under the 1974 International Convention for the Safety of Life at Sea (1974 SOLAS Convention) and the 1966 International Convention on Load Lines (1966 Load Line Convention ).

The Harmonized System for Inspection and Certification has also been introduced by the following instruments through the following resolutions or international conferences:

  • Resolution MEPC.39(29), introducing a uniform survey and certification system into the International Convention for the Prevention of Pollution from Ships (MARPOL), 1973, as modified by the 1978 Protocol;
  • Amendment to Resolution MEPC.132(53), introducing the Uniform System of Inspection and Certification into Annex VI of MARPOL;
  • The 2004 International Convention on the Control and Management of Ships’ Ballast Water and Sediments International Conference on Ships’ Ballast Water Management, which included a harmonized inspection and certification system;
  • Amendments to resolutions MEPC.40(29) and MSC.16(58) on the International Code for the Construction and Equipment of Ships Carrying Dangerous Chemicals in Bulk (IBC Code);
  • Resolution MSC.17(58) amends the International Code for the Construction and Equipment of Ships Carrying Liquefied Gases in Bulk (IGC Code); and
  • Resolutions MEPC.41(29) and MSC.18(58) amend the Code for the Construction and Equipment of Ships Carrying Dangerous Chemicals in Bulk (BCH Code).
