There will be a panel discussion today on “The Quartet: The Power and Purpose of Polygons,” featuring the Quartet’s foreign ministers from 9:10-9:50 a.m. The session will be moderated by President Samir of the Observer Research Foundation (ORF) Saran.

The meeting will be chaired by Foreign Minister Jaishankar and will be attended by Australian Foreign Minister Wong Eng-hyun, Japanese Foreign Minister Yoshimasa Hayashi and U.S. Secretary of State Anthony Blinken.

Ministers will take this opportunity to continue discussions from their last meeting in New York in September 2022, read the MEA press release.

The two sides will exchange views on recent developments in the Indo-Pacific region and regional issues of mutual concern in line with the vision of a free, open and inclusive Indo-Pacific region.

Ministers will also review the Quartet’s progress in pursuing its constructive agenda and implementing initiatives aimed at addressing current priorities in the region, the release added.

The quartet conjures up images of security partnerships, developmental alliances and even advisory councils. A year and a half since the first leaders’ summit, the quartet now faces a choice whether to focus on its core identity or seek the possible benefits of being a more amorphous and passive group.

How will the Quartet remain relevant as countries turn their attention to growth and the reconfiguration of the global economic partnership? How does the return of European land warfare affect the future of the Indo-Pacific maritime bloc? will be the subject of group discussions.

The US has signed ambitious technology partnerships with Australia and the UK; is part of West Asia-focused I2U2; has a new bilateral technology agreement with India; and has a close technology alliance with Japan.

The panel will also discuss, how do these overlapping agreements and partnerships fit into Quad’s technology agenda? What path could it choose between tight, action-focused alliances and relatively pared-back ambitions that might more easily integrate other players into the Indo-Pacific? (Arnie)
