Emirates News Agency – UAE, Brazil issue joint statement after Brazilian President’s state visit

ABU DHABI, 15th April, 2023 (WAM) — The United Arab Emirates and the Federative Republic of Brazil have issued a joint statement following the official visit to the UAE by the President of the Federative Republic of Brazil, Luiz Inácio Lula da Silva April 15, 2023:

“1. On 15 April 2023, His Highness Sheikh Mohamed bin Zayed Al Nahyan, President of the United Arab Emirates received the President of the Federative Republic of Brazil, Luiz Inacio Lula da Silva Your Excellency, the President of the Brazilian Senate, Governor of the Bahia State Government, cabinet members and business representatives joined the Presidential delegation to explore opportunities to expand the strategic partnership between the two countries.

2. The following instruments were signed during the visit:

I) Memorandum of Understanding on Diplomatic Training Cooperation between the Rio Blanco Academy and the Anwar Gargash Academy of Diplomacy;

two) Memorandum of Understanding on Climate Action between the Government of the United Arab Emirates (UAE) and the Government of the Federative Republic of Brazil;

three) Brazil-UAE joint statement on strengthening multilateral ambition and action on climate change;

The two sides discussed the growing bilateral economic agenda and explored ways to expand trade and investment. The two sides also exchanged in-depth views on regional and international issues.

5. The two leaders reaffirmed the importance of the UAE and Brazil as key gateways to regional and global markets. In this context, Brazil, one of the founding members of the Common Market of the South (MERCOSUR) and its next chairman, expressed its willingness to share the UAE’s proposal to initiate an exploratory dialogue with its MERCOSUR partners. The leaders also discussed efforts to advance cooperation between the BRICS and the UAE.

6. The two sides reaffirmed the importance of maintaining and promoting peace and coexistence, and reaffirmed their opposition to intolerance, hate speech, discrimination and all forms of extremism. His Highness Sheikh Mohamed bin Zayed Al Nahyan and His Excellency President Lula emphasized that Brazil and the UAE will continue to strengthen bridges of cooperation, partnership and dialogue to achieve stability and prosperity for all.

7. As the host of this year’s 28th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP28), the UAE welcomes the news of Brazil’s bid to host COP30 in 2025. The two countries expressed their commitment to work together to ensure that the UNFCCC multilateral process paves the way for course corrections in climate goals and actions.

The two sides agreed to maintain regular dialogue and discussed their respective initiatives to address climate change and promote sustainable development in each country.

8. The leaders of the two countries recognized the important role of multilateralism in addressing global challenges and reaffirmed their willingness to strengthen cooperation among multilateral institutions and international organizations. As non-permanent members of the UN Security Council for the 2022-2023 term, the two countries agree to continue to maintain close communication and consultations on regional and international issues of common concern in the UN Security Council.

The two sides agreed to continue to cooperate within the framework of the UN Security Council on common priorities such as women, peace and security, promoting tolerance and coexistence, conflict prevention and peaceful resolution, peacebuilding and peacekeeping, and addressing intolerance, hate speech, discrimination and all forms of violence. extremism and improving the working methods and procedures of the Security Council.

Acknowledging the United Arab Emirates’ presidency of the UN Security Council in June 2023 and Brazil’s presidency in October 2023, the parties pledged mutual support for their respective presidencies.

Both sides agreed on the vital importance of the UN Peacebuilding Commission and expressed their support for its mandate and its role as a bridge with the main UN agencies.

The two sides reaffirmed their opposition to terrorism, stressed the importance of strengthening multilateral counter-terrorism measures, including through the UN Security Council and its Counter-Terrorism Committee, and agreed to continue to cooperate in this regard.

Brazil expressed its commitment to successfully hosting the G20 summit in 2024 and supported the UAE’s continued contribution to this important international body. Both sides welcome the opportunity to work closely together to support the priorities of Brazil’s G20 presidency next year.

9. The two leaders reaffirmed their shared belief that UN Security Council reform is important and that there is a need to engage in intergovernmental negotiations on Security Council reform, including within their respective blocs, in order to move to text-based negotiations .

10. Recognizing the importance of the bilateral defense relationship between the UAE and Brazil, the two sides reaffirmed their determination to develop defense cooperation, strengthen joint initiatives in the field of research and development, and promote the exchange of expertise in combating cybercrime.

11. The leaders of the two countries affirmed the importance of bilateral cooperation for the peaceful and sustainable use of space, and agreed to further strengthen space cooperation in a mutually beneficial manner.

12. The two leaders also discussed the importance of civil aviation, air connectivity and its vital role in fostering cooperation, economic and people-to-people ties.
