Dubai Economy posted a video on Twitter on Monday detailing the simple steps you can take to report this type of spam:
The Business Compliance and Consumer Protection (CCCP) department of the Dubai economy has launched a Do Not Disturb smart service that allows the public to report any unwanted promotional calls.@dubai_consumers

The “Do Not Disturb” smart service was launched earlier this year.
The service is available on dnd.ded.ae and allows consumers to report annoying calls from businesses and marketing teams promoting their products and services.
Etisalat and du users can now block ads via SMS
Consumers can submit complaints about unsolicited calls online in a few simple steps. The Business Compliance and Consumer Protection (CCCP) team will then delete the consumer’s contact number from the database of the reported company.
The Dubai Economy reminds Dubai’s businesses that they need to respect the privacy of consumers and receive promotional information according to their preferences.
