Sheikh Mansoor bin Mohammed bin Rashid Al Maktoum will serve as chairman.
According to the new law promulgated by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, a new organization will be created to strengthen Dubai’s border security capabilities.
The Dubai Border Security Council will be established in accordance with Law (15) of 2021 to ensure smooth coordination among various government entities involved in border control, including the Emirates Port, Border and Free Zone Security Directorate and related local, federal, and regional And international organizations.

The new law also aims to ensure the effective implementation of Dubai’s strategic plan to increase the efficiency of entities involved in border control.
The task of the committee is to formulate strategic border security plans and policies for the emirate; to advise the government on border control issues; and to unify the laws and security standards that protect the borders of Dubai.
Sheikh Mohammed also issued Decree No. (38) of 2021, establishing the Dubai Border Crossing Security Committee. Sheikh Mansoor bin Mohammed bin Rashid Al Maktoum will serve as the chairman of the board, and Lieutenant General Mohammed Ahmed Al Marri will serve as the vice chairman of the board.
The board of directors also includes representatives from the Dubai Police, Dubai Customs, Dubai Residency and Foreign Affairs Directorate, Dubai Civil Aviation Authority, Dubai Airports Corporation, Dubai Air Navigation Services and Dubai Maritime City Authority, as well as the Secretary-General, Dubai Border Security Committee.
The law will come into effect on the day it is published in the official gazette.

The Dubai Border Crossing Safety Committee has the authority to issue decisions required to implement the new legislative provisions. They repeal any other legislation that may contradict their provisions.
