Tripartite agreement to apply “digital TIR” in the UAE

The Federal Customs Administration (FCA) signed a tripartite memorandum of understanding with the United Arab Emirates Automobile and Travel Club (ATCUAE) and the International Road Transport Union (IRU) to strengthen the system of strategic partnerships in the application of digital TIR certificates and to qualify in the UAE Management and control of goods transported between customs departments approved by the FCA using this system.

The “Digital TIR” transport document book is the first such system in the International Transport Route (TIR) ​​system, proposed by the UAE, which is the first country in the region to use this system.

The memorandum of understanding was signed by FCA Director General Ahmed Abdullah bin Lahej Al Falasi, ATCUAE Chairman Mohammed Ahmed bin Sulayem and IRU Secretary General Umberto de Pretto.

According to the memorandum of understanding, the three parties will adopt the “digital TIR” transport document book, which is an updated document book that the book holder can print and retrieve through IRU’s electronic application and be used as a substitute for “TIR”.” The record of the shipment of the goods from the customs at the origin to the customs at the final destination of the UAE or any member country of the TIR Convention that adopts the “digital TIR”.

Ahmed bin Rahji stated that the UAE occupies a prominent position in the global trade map. It is also a strategic partner and a regional business hub. It benefits from its superior geographic location, competitive business environment, and free economy. Way. That is open to the world.

The Memorandum of Understanding stipulates that the FCA shall coordinate with the local customs department to adopt the “digital TIR” pass printed by approved transport operators in the UAE, and apply general rules and procedures to transport operations in accordance with the TIR Convention and relevant federal and local legislation, and Exchange electronic notifications regarding customs procedures when handling the transportation business mentioned in the MoU.

Mohammed bin Sulayem said: “As an active member of IRU, ATCUAE represents the transportation and logistics department of the UAE and thanks FCA and local customs authorities for implementing the UAE’s digital TIR project.”

He also said: “I believe this project will realize the UAE’s vision of reducing carbon footprint and transforming to a digital economy through the governance and standardization of customs procedures. The digital TIR project has saved participating companies nearly 80% of time and will help reduce costs. This is reduced by more than 45%, and digital TIR certificates can be accessed at any time, thereby facilitating easy transportation of goods using the TIR system.”

He added: “All these factors help us to improve the UAE’s logistics performance index, support the security system and promote trade. We sincerely thank all relevant individuals and teams of FCA for cooperating with ATCUAE to apply the new system.”

Regarding Umberto de Pretto, he said: “FCA’s efforts to transform to’digital TIR’ demonstrate its commitment to supporting trade flows and smooth port operations in an effective manner through the automation of customs procedures.

“This will undoubtedly bring real benefits to transport and logistics operators in the UAE and the entire region. I encourage all customs authorities in the Middle East to transform their customs procedures into “digital TIR.”
