Abu Dhabi Department of Energy Announces Implementation of Demand Side Management Regulations from 1 July 2023

Abu Dhabi, UAE – Under its mandate to issue and implement policies, laws and regulations governing the energy sector, the Abu Dhabi Department of Energy (DoE) continues its efforts during the Year of Sustainability 2023 to accelerate the implementation of Policies and regulations, the UAE’s Net Zero 2050 strategy initiative and related strategies to promote sustainability in the energy sector.

The US Department of Energy announced today that it aims to implement its demand-side management regulations beginning July 1, 2023. These regulations form a comprehensive framework for designing, implementing and evaluating energy and water efficiency initiatives related to demand side management. Their goal is to achieve greater energy and water savings, load sharing, reduced greenhouse gas emissions, reduced peaking, reduced government subsidies on customers’ electricity and water bills, while improving customer comfort, health and safety.

DOE continues to update and expand the Abu Dhabi Demand Side Management and Energy Rationalization Strategy (DSM) 2030. The strategy aims to balance supply and demand in the energy sector to ensure significant economic and environmental gains, ensuring the stability of the energy demand ecosystem and the sustainability of its sources in the emirate.

In addition to reducing losses on transmission and distribution networks, the new regulations will support future plans and projects on the supply side by deferring or avoiding the need for investment in generation, transmission and distribution infrastructure.

As part of the planning phase, the US Department of Energy publishes DSM planning guidelines annually. These guidelines will highlight areas of focus and priorities, and relevant stakeholders should develop a DSM plan and submit it to the DoE for approval.

The DSM programs will describe each DSM program and the savings expected to be realized each year. DOE will evaluate and approve DSM programs annually based on a cost-benefit analysis and demonstrate the effectiveness of these initiatives through clear calculations.

Abu Dhabi’s energy demand is expected to grow steadily over the next decade, with consumption expected to increase by 1.4% per annum through 2035. In this context, energy efficiency and rationalization are key solutions to energy and climate change issues. Abu Dhabi’s energy demand will continue to grow rapidly, with an average annual growth rate of 5.4% through 2030, according to the latest forecast from Emirates Hydro. This is mainly due to the expected increase in baseload demand from the manufacturing sector, which makes energy efficiency and rationalization one of the necessary solutions to address challenges related to energy security and climate change.

The U.S. Department of Energy has been grappling with the challenges posed by urban growth, especially those related to energy and water consumption. To date, the DSM strategy has helped reduce 3.3 million tons of carbon emissions, equivalent to an economic benefit of AED 1.1 billion, and saved up to 6,500 GWh of electricity and 234 million cubic meters of water.

The DSM regulations support the government’s objectives under the Abu Dhabi Demand Side Management and Energy Rationalization Strategy 2030, which was published in 2019 to deliver economic and environmental benefits in line with the Abu Dhabi Vision and UAE National Strategy. The strategy aims to address supply and demand through a multi-stakeholder approach of nine projects that has the potential to reduce electricity consumption and water consumption by 22% and 32% from 2013 baselines by 2030. These programs include building retrofits, demand response, efficient water use/reuse, building codes, street lighting, district cooling, standards and labelling, energy storage, and rebates and behavior change.
