Abu Dhabi Ministry of Energy issues clean energy certificate regulatory policy

The Abu Dhabi Department of Energy (DoE) has launched a clean energy certification regulatory policy as part of its commitment to promote the transition to a sustainable decarbonized energy sector and marks a fundamental step in the establishment of a renewable energy and nuclear energy trading market. The policy stipulates the regulations and principles for the implementation of the Clean Energy Certificate Program in Abu Dhabi, as a measure to help reduce the carbon footprint associated with power generation, while providing a reliable certification system to meet the growing needs of businesses and households to respond to climate change. Since electricity generated by clean energy is indistinguishable from electricity generated by any other source, such an attribute tracking system is needed to verify the claims of electricity suppliers and consumers on the use of low- or zero-emission electricity, thereby reducing their carbon footprint.

In order to support a credible statement of clean energy use and delivery, DoE designed a clean energy certification scheme based on the internationally recognized renewable energy certification attribute tracking system developed by the International Renewable Energy Certification Standards Foundation (I-REC standard). The two parties have signed an agreement to designate DoE as an approved local issuer of I-REC in the Emirate of Abu Dhabi.

EWEC will ensure that all power plants that produce clean energy in Abu Dhabi are included in the I-REC register.Companies or consumers who wish to obtain a clean energy certificate can act as Participant, Open an account on the I-REC Registry platform. The certificate is issued by the Ministry of Energy in units of 1 MW/h after receiving a request from a single registrant. Participants can then purchase certificates and assign beneficiaries.

To ensure a non-discriminatory approach to the Clean Energy Certificate Program, anyone can purchase a certificate as a participant and sell it in whole or in part to the end customer. This allows anyone, from large companies to environmentally conscious small businesses, regardless of their consumption level, to benefit from the system. Anyone can purchase a certificate that guarantees that the electricity they use does not emit carbon dioxide.

Unlike I-REC systems in other regions, DoE does not charge fees as a local issuer, which will enable customers to benefit from certificates at a very competitive price.
