Abu Dhabi, United Arab Emirates: Abu Dhabi’s Department of Energy (DoE) announced today that it has signed a Memorandum of Understanding (MoU) with the Cyber Security Council aimed at enhancing security in the UAE’s energy sector. DOE will work with other Abu Dhabi government entities in efforts to improve government performance amid the UAE’s fast-paced digital transformation.
The MoU was signed at a meeting of His Excellency Eng. Ahmed Mohammed Al Rumaithi, Deputy Minister of Energy, Abu Dhabi and His Excellency Dr. Mohammed Hamad Al-Kuwaiti, Head of Cyber Security, UAE Government.
The MoU aims to coordinate the efforts of the US Department of Energy and the Cybersecurity Council as they develop and disseminate innovative technologies that enhance the digital and cybersecurity capabilities of Abu Dhabi’s energy sector. The two sides will exchange expertise and data in areas such as information and communications technology, cybersecurity risks, electronic espionage, hacking, cyberterrorism and disinformation campaigns, which are increasing with the accelerated adoption of modern technologies.
Both parties are committed to cooperating and implementing cybersecurity standards in Abu Dhabi’s energy sector, in addition to developing national capabilities to deter and prevent cyberattacks and respond immediately when government facilities are subject to such attacks or hacking.
The MoU includes information sharing on malware propagation and promising solutions in the field of information security, as well as participation in awareness building, educational programs and scientific research. The two parties will organize mutual seminars, conferences and educational visits in different fields, as well as cybersecurity training.

Ahmed Mohammed Al Rumaithi, Abu Dhabi’s Undersecretary for Energy, affirmed that the ministry’s priority is to secure information and communications technology, protect its data and networks from cyber threats and avoid potential damage. He said: “Information and communication technology is one of the key pillars of any country’s social and economic development. However, as technological development accelerates, digital attacks are becoming more diverse and vicious, posing a serious threat to individuals and institutions. Therefore , we must work to guard against these risks in the digital space and protect all sectors and industries, including the energy sector.”
Al Rumaithi added that the Ministry of Defence will hold a series of joint meetings with the Cyber Security Council to allow experts and working teams from both sides to exchange ideas, information and experiences, and keep abreast of the latest cyber security trends and technologies.
His Excellency Dr. Mohamed Hamad Al-Kuwaiti, Head of Cyber Security for the UAE Government, expressed his delight at the cooperation and partnership between the Cyber Security Council and the Abu Dhabi Department of Energy. He said this is part of their efforts to develop a comprehensive cybersecurity strategy, build a safe and resilient cybersecurity infrastructure in the UAE, and promote this culture among institutions and individuals.
Al-Kuwaiti explained that the Cyber Security Council embodies the forward-looking vision of the UAE’s leadership and the country’s efforts to ensure digital protection, effective business continuity and delivery of services through partnerships with professional entities such as the Abu Dhabi Department of Energy.
Al Kuwaiti added that the agreement will help intensify efforts to transform the UAE into a leading global cybersecurity hub for the benefit of countries in the region.
