The Abu Dhabi Department of Health (DoH), the regulator of the UAE’s healthcare sector, highlighted three cases where sponsors did not incur breaches or fines for failing to subscribe or renew statutory health insurance. These cases include the death of absconded workers, illegal residents or sponsors.

Regarding the absconding situation, the Ministry of Health stated that from the date of the absconding report to the date of rectification, no fines or violations will be imposed on the sponsor. Guarantors are required to provide official documentation to verify notifications from relevant government agencies regarding worker absconding.

Additionally, in the event of the death of the sponsor, no fines or violations will be incurred as long as an official death certificate is issued and shared with the relevant government agency. Likewise, individuals who are found to be illegally living in Abu Dhabi without a valid residence visa will not be subject to infractions or fines.

In line with the Ministry of Health’s commitment to protecting the health and well-being of the Abu Dhabi community, the Ministry of Health encourages all members to subscribe and renew health insurance in a timely manner. Members can follow up with their health insurance company to ensure continuity of their health coverage and access to comprehensive health care services when needed, while ensuring they avoid penalties for lack of subscription health coverage.

The Ministry of Health stressed that individual sponsors who paid fines between October 24, 2021 and the announced extension of November 11, 2021 are eligible to apply to the relevant health insurance company for a refund of the fines paid, noting that the appeal fee is Dh100 will be deducted from the fines paid.

Last year, the Ministry of Health announced that the exemption from fines for individuals sponsored by individuals who did not enroll in or renew their health insurance plans would be valid until the end of 2021. In addition, the ministry confirmed that individuals who are not enrolled in a health insurance plan will be fined Dh300 per month for each uninsured month. This is in accordance with the Health Insurance Law No. 23/2005 and its amendments and implementing regulations.
