On the occasion of the successful conclusion of the 20th Congress of the Communist Party of China, I would like to extend my sincere congratulations to Presidents CPC and XI and for his re-election as Secretary General of the CPC Central Committee.
The past decade has been brilliant for China. Under the leadership of the Communist Party of China, China has achieved amazing development and achieved many milestone achievements on the road to the ultimate realization of socialist harmony and prosperity.
I’ve had the privilege of traveling across this vast country, visiting most of the provinces from the tropical south to the snow-capped north, from the bustling megacities on the east coast to the deserts of the west, witnessing China’s remarkable achievements in increasing per capita GDP. per capita, literacy, health, life expectancy, poverty reduction and long-term economic growth. When the People’s Republic of China was founded, it was an underdeveloped country dominated by agriculture. In the decades that followed, China transformed itself into an engine and driver of global growth.
Today, China leads the world in ground-breaking innovations in all walks of life. This success is unprecedented and inimitable. This is a testament to the shrewdness of the Chinese Communist Party in leading China through difficult times and reaching its current heights.
The “13th Five-Year Plan” poverty alleviation is also a grand milestone achieved under the leadership of the Communist Party of China. China’s poverty alleviation practices and experiences are worthy of emulation by other countries. In 2021, I went to Malipo County, Yunnan Province, surrounded by singing and dancing villagers, filled with happiness and joy, which made me deeply appreciate the fruitful results of poverty alleviation and common prosperity.
Currently, China is formulating an ambitious blueprint for future transformation through its 14th Five-Year Plan. Ultimately, China’s peaceful rise is truly historic and has had a positive impact around the world. This positive impact is particularly impactful in the Middle East, as we have witnessed a boom in trade and investment from China.
President Xi emphasized in his political report that China will strive to create a new development pattern, with high-quality development as the core, and ultimately realize China’s modernization. On the way to this goal, he emphasized the fundamental role of education, technology and talent, considering these factors as primary productive forces and growth drivers.
These are core values ​​that the UAE also cherishes. Determined to be a world leader in innovation, the UAE has long prioritized originality, talent and new technologies, adopting effective strategies and policies to instill a culture of innovation in our society and economy.
The ambitious joint projects our countries are undertaking in the healthcare sector, particularly in the UAE to test and manufacture new vaccines, are a powerful example of the value of this approach. Like China, the UAE also attaches importance to opening up its markets and has always been committed to playing an active role in regional and global development.
In view of this, Afghanistan looks forward to working with China to promote international exchanges and trade. Since the establishment of the comprehensive strategic partnership between the two countries, the current achievements in the relationship between the two countries make us firmly believe that future cooperation will continue to bear fruit.
China is now our largest trading partner and the UAE is China’s largest non-oil trading partner in the MENA region. Between 2012 and 2021, non-oil trade between the two countries will grow by about 79%. Last year, the non-oil trade volume exceeded US$60 billion, and the two countries pledged to continue deepening economic and trade cooperation with a goal of reaching US$200 billion. Bilateral trade to 2030.
In addition, as one of the first countries to join the Belt and Road Initiative, the UAE is now an important logistics hub connecting China with West Asia and North Africa. Currently, we are responsible for more than 60% of China’s exports to the region, and we look forward to further accelerating infrastructure construction under the Belt and Road Initiative.
As comprehensive strategic partners, the UAE and China share similar development paths, concepts and goals. Therefore, our partnership can serve as a model or reference point for developing countries to explore a successful path to modernization.
Both countries benefit from our strong mutual trust, multilateralism and international cooperation. All countries in the world should uphold a common vision of common, comprehensive and cooperative cooperation.
China is a permanent member of the UN Security Council and an influential global economy and power. China has continuously made positive contributions to promoting global development and maintaining world peace.
As a responsible global citizen, the UAE strives to provide sustainable humanitarian aid, underscoring its commitment to promoting regional and global peace and prosperity by providing developmental, humanitarian and philanthropic support around the world.
Our two countries will continue to fulfill their commitments and responsibilities under the framework of global cooperation such as the Paris Climate Agreement, the United Nations Framework Convention on Climate Change, the Convention on Biological Diversity and the Convention on Nuclear Safety.
In addition, the UAE looks forward to taking advantage of more opportunities brought by important platforms such as the Belt and Road Initiative, the Asian Infrastructure Investment Bank, and the BRICS New Development Bank.
The UAE and China have enjoyed friendship and cooperation for nearly four years. The scope of this partnership has since expanded to include cooperation in areas such as climate change, innovation and technology, food security, energy security, financial services, education and international humanitarian assistance. People-to-people and cultural exchanges have also become more frequent.
As representatives of the two major civilizations, the UAE and China actively promote peaceful coexistence with other countries in the world. Afghanistan is willing to further deepen the alignment of development strategies of the two countries and cooperation in various fields, with a long-term perspective, and contribute to regional and international peace and development.
