Chinese leaders claim the United States is trying to undermine China’s development as a high-tech nation.
Chinese President Xi Jinping accused Washington this week of trying to isolate his country and hinder its development.
It reflects growing frustration among the ruling Communist Party that U.S. restrictions on technology access, support for Taiwan and other moves that Beijing sees as hostile threaten its goals of prosperity and global influence.
The Chinese president said the US-led campaign to “contain and suppress” China had “brought unprecedented and severe challenges”.
He called on the public to “dare to fight”.
On Tuesday, Foreign Minister Qin Gang said Washington could face “conflict and confrontation” if it did not change course.
“The foreign minister’s remarks represent a widely held view that the US is catching up with China and they have to defend themselves,” said John Delury, an international relations expert at Yonsei University in Seoul.
Chinese leaders believe the United States is doing more to prevent Beijing from becoming a challenger to regional and even global leadership.
The ruling party wants to restore China’s historic role as a political and cultural leader, boost revenues by turning the country into a technological inventor, and unify what it considers the Chinese motherland by taking control of Taiwan.
Beijing sees these as positive goals, but U.S. officials view them as threats.
They say China’s development plans are based at least in part on stealing or forcing foreign companies to hand over technology. Some warn that Chinese competition could erode U.S. industrial dominance and income.
Washington has thwarted Beijing’s plans by blacklisting Chinese companies including its first global tech brand, Huawei, restricting access to processor chips and other technology.
That has crippled Huawei’s smartphone brand, once one of the biggest in the world. U.S. officials are lobbying Europe and other allies to avoid using Huawei equipment as they upgrade their phone networks.
Washington cited security concerns, but Beijing said it was an excuse to hurt its fledgling rival.
U.S. State Department spokesman Ned Price said Washington wanted to “coexist responsibly” in the global trade and political system, and denied that the U.S. government wanted to suppress China.
“This is not about containing China. This is not about suppressing China. This is not about stopping China,” Mr Price said in Washington.
“We want to have a fair and constructive competition” and “not get into that kind of conflict”.
