Dr. Faisal Alayyan has been appointed by the Board of Directors of the Higher Institute of Technology (HCT) as the institution’s new President and Chief Executive Officer.
Dr. Abdulrahman AlAwar, President of HCT and Chairman of the HCT Board, welcomed Dr. Alayyan, congratulated the HCT Board for the trust placed in him, and wished him success in his new role.
The Minister affirmed the full support of the HCT Board of Directors to achieve the desired goals of the new President and CEO, “which will enable HCT to prepare Emirati students and empower them with future skills in line with the national direction and vision”.
Dr. Alayyan expressed his gratitude and appreciation to the Minister, HCT Board Chair and Board members for the trust placed in him.

“HCT will equip students with the skills of the future by providing the necessary tools to move into the future with confidence,” he said. “This will be done through training, capacity development programmes, and academic programmes and courses, in line with the expectations and requirements of the country’s labour market and business community.”
Dr. Alayyan added: “The future vision of the UAE government is a roadmap for HCT to develop education and improve its outcomes to ensure that students are prepared for the labour market. This will strengthen the competitiveness and attractiveness of the UAE’s economy and increase the country’s competitiveness in the Rankings and indicators in all regional and international forums and reports.”
The members of the HCT Board of Directors welcomed Dr. Alayyan to his new role and wished him every success in his new role.
Strategic Plan
Proud of joining the HCT team, Dr. Alayyan said he is eager to see HCT translate its strategic plans and goals “into reality around efficient, tangible and high-quality outcomes”.
“Let’s work together to provide our students with a top-notch education – the real treasure of the UAE,” he continued.
Dr. Alayyan has over 20 years of experience in planning, project management and capacity development, managing multiple government programs, projects and initiatives.
Labdan College
Prior to joining HCT, he was Vice President of Rabdan Academy, contributing to the establishment of the Academy in 2010 as an independent educational institution under the Abu Dhabi Executive Council.
Rabdan Academy is the UAE’s national centre for qualifications and development in the fields of defence, security, safety and emergency, crisis and disaster management.
Dr. Alayyan has also held a number of key positions in key government agencies including the Critical Infrastructure and Coastal Protection Agency, Tawazon Economic Council and Khalifa University.
The new HCT President and CEO holds a PhD in Electrical, Electronics and Communications Engineering from Curtin University, Australia, a Master of Science in Electrical, Electronics and Communications Engineering and a Bachelor of Science in Electrical, Electronics and Communications Engineering from the University of Melbourne, Australia.
