Dubai and Abu Dhabi have been named the world’s second and ninth best cities for expats to live and work in, respectively, according to a global ranking released on Tuesday.

According to the 2022 Expat Cities Ranking, which covers 50 cities around the world, the two UAE cities feature in the top two in the expat must-have index and are also in the top ten for quality of life. The ranking is based on InterNations’ annual Expat Insider survey, one of the broadest surveys of living and working abroad. This year, 11,970 expatriates participated in the survey.

The final rankings are based on gathering in-depth information on five areas of expat life: quality of life, ease of settling in, working abroad, personal finance and new expat essentials covering digital life, management topics, housing, and language.

In the ranking, Valencia took first place, followed by Dubai, Mexico City, Lisbon, Madrid, Bangkok, Basel, Melbourne, Abu Dhabi and Singapore in the top 10 cities where expats live.

Expats, on the other hand, rated Johannesburg (50th), Frankfurt, Paris, Istanbul, Hong Kong, Hamburg, Milan, Vancouver, Tokyo and Rome (41st) as the least liveable cities in the world.

However, when it comes to working overseas, Dubai ranks 6th and Abu Dhabi 27th, as expats are generally more satisfied with their jobs and remuneration. While both UAE cities perform well on the ease of living index, the personal finance index is their weakest point.

Dubai’s top-ranked subcategory for management topics is a particular highlight, as almost two-thirds (66%) of expats report that it is easy to deal with local bureaucracy/authorities, compared to 40% globally. This may be partly due to the fact that the majority of expats (88%) are satisfied with the availability of online administrative/government services (compared to 61% globally).

“Essential things can be fixed, you don’t have to fight for them,” shared an Indian expatriate.

The Ease of Living Index (8th) is another bright spot for Dubai, with the city ranking in the top 10 in all three sub-categories of the index. Expats are satisfied with their social life (68% vs. 56% globally) and feel welcome there (81% vs. 66% globally). Expats were also satisfied with the quality of life index (6th), with Dubai ranking 5th in both the travel and transport and leisure options subcategories.

Almost all expats in Dubai (95%) are satisfied with car infrastructure (75% globally), and 80% are even very satisfied with this factor (43% globally). There seem to be plenty of reasons to take advantage of this infrastructure, as Dubai ranks fifth for culture and nightlife and third for culinary variety and dining options. As well as great leisure opportunities, expats are also satisfied with their work lives, with Dubai ranking sixth in the Work Abroad Index.

Dubai is one of the most sought after global destinations for talent, entrepreneurs, tourists and shoppers, ranking fifth in the work culture and satisfaction sub-category as 70% of expats are satisfied with their jobs (compared to 64% globally %), and 78% say local business culture encourages creativity (compared to 51% globally).

According to the survey, more than four in five (82%) also believe that moving to Dubai has improved their career prospects (compared to 60% globally). Although they are generally satisfied with their jobs, their income may not be enough: more than a third (34%) of expats say their disposable household income is not enough to live comfortably there a proportion of 28%).

“This is one of the factors contributing to Dubai’s mediocre performance in the Personal Finance Index (28th),” the survey report said.

The capital city is the best performer (2nd) in the expat must-have index, just behind Dubai. As in Dubai, expats are particularly satisfied with the management topic subcategory (4th): expats find it easy to open a bank account locally (74% satisfied with 64% globally) and dealing with local bureaucracy (53% globally) 40% globally).

Additionally, 72% said it was easy for expats to find housing (compared to 54% globally). However, while Dubai (6th) does well in the Overseas Jobs Index, Abu Dhabi is only in the middle of the pack (27th). While three quarters of expats in Abu Dhabi (75%) believe moving there has improved their career prospects (compared to 60% globally), 31% believe their jobs are not paid fairly (compared to 20% globally) . Perhaps it could also have something to do with the city’s low wages, which rank in the bottom 10 for expat satisfaction with their financial situation (43rd), leading to a below-average rank in the personal finance index (34th).

In Abu Dhabi, expats are very satisfied with the ease of settling in the index (12th). About three-quarters (72%) think locals are friendly to foreign residents (compared to 65% globally). Once settled, expats find excellent quality of life in Abu Dhabi (8th). The city ranks first for both healthcare availability and quality of care in the health and wellbeing subcategory (1st), while Dubai ranks 13th in this subcategory. While the capital ranks well below Dubai for leisure options (21st and 5th respectively), both Abu Dhabi and Dubai perform very well for personal safety (3rd and 2nd respectively) .
