The Executive Director of the Maritime Safety Administration explained that the index uses a comprehensive evaluation model to evaluate 3 first-level indicators (port infrastructure, shipping services and overall environment) and 16 second-level indicators to evaluate the overall performance of 43 cities that provide port and shipping services around the world. .

Sheikh Saeed stated that the index is based on a number of secondary factors, including: the speed of transporting dry and liquid cargo, the number of cranes, the capacity of containers and the port draught. It also measures the number of shipping services provided by countries, such as shipping brokerage, shipping engineering, shipping business and shipping financing, as well as maritime legal services and tariffs for shipping.
