Dubai has enacted a new law that promotes the amicable settlement of disputes.
His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, issued Law (18) of 2021 on Tuesday, regulating services related to dispute mediation.

The new law aims to encourage the use of alternative dispute resolution methods and improve the speed and efficiency of mediation procedures.
It applies to the “Friendly Mediation Center” established in accordance with Law No. (16) of 2009 and anyone involved in the mediation and settlement of civil and commercial disputes.
According to the law, in addition to the disputes that all parties to the dispute agree to submit to mediation, the center also hears and adjudicates the disputes submitted to it by the decision issued by the President of the Dubai Court.
The law also outlines the procedures followed by the “Friendly Dispute Settlement Center” and the duties of the President of the Dubai Court of First Instance, which leads the center.
The court will appoint one or more judges to oversee the mediation process and hearings, and approve the settlement and agreement.
Law (18) of 2021 replaced Law (16) of 2009, established a “friendly dispute settlement center”, and repealed any other legislation that might conflict with Law (18) of 2021. The implementation of Law No. (16) of 2009 will continue to be effective as long as it does not conflict with the provisions of the new law.
Law No. (18) of 2021 shall come into force on the date of publication in the official gazette.
