ABU DHABI, 9th May, 2023 (WAM) — Abu Dhabi’s Department of Energy, DoE, continues its efforts to promote sustainability in the energy sector during the 2023 Year of Sustainable Development. As part of the initiative, the Ministry of Energy has announced the implementation of its Demand Side Management regulations from 1 July 2023 in support of the Abu Dhabi Vision, the UAE 2050 Net Zero Emissions Strategy initiative and related strategies.
These regulations are designed to increase energy and water efficiency and reduce greenhouse gas emissions, while ensuring the comfort, health and safety of customers. The DOE is also updating and expanding the Abu Dhabi Demand Side Management and Energy Rationalization Strategy (DSM) 2030 to ensure energy sustainability in the emirate.
In addition to reducing losses on transmission and distribution networks, the new regulations will support future plans and projects on the supply side by deferring or avoiding the need for investment in generation, transmission and distribution infrastructure.
As part of the planning phase, the US Department of Energy publishes DSM planning guidelines annually. These guidelines will highlight areas of focus and priorities, and relevant stakeholders should develop a DSM plan and submit it to the DoE for approval.
The DSM programs will describe each DSM program and the savings expected to be realized each year. DOE will evaluate and approve DSM programs annually based on a cost-benefit analysis and demonstrate the effectiveness of these initiatives through clear calculations.
Ahmed Mohammed Al Rumaithi, Deputy Minister of Energy, Abu Dhabi, said: “The Abu Dhabi DSM Strategy 2030 demonstrates the emirate’s relentless efforts to lead the transition to a safe, secure and sustainable energy system in order to achieve the UAE’s Net Zero Emissions Strategy by 2050 initiative and a national DSM plan. The strategy focuses on cost-effective solutions to enhance energy security, close the gap between energy supply and demand, and mitigate the effects of climate change while promoting sustainable economic development. The implementation of DSM regulations will not only benefit our industry benefits, but also to customers by improving health and convenience and ensuring our resources are protected.”
Abu Dhabi’s energy demand is expected to grow steadily over the next decade, with consumption expected to increase by 1.4% per annum through 2035. In this context, energy efficiency and rationalization are key solutions to energy and climate change issues. Abu Dhabi’s energy demand will continue to grow rapidly, with an average annual growth rate of 5.4% through 2030, according to the latest forecast from Emirates Hydro. This is mainly due to the expected increase in baseload demand from the manufacturing sector, which makes energy efficiency and rationalization one of the necessary solutions to address challenges related to energy security and climate change.
Ahmed Juma Al Falasi, Acting Executive Director of Energy Efficiency, US Department of Energy, said: “The new DSM regulations provide an integrated approach that connects all elements into a coherent energy efficiency program, ensuring a safe, secure and sustainable future system.” Al Rumaithi noted that the DOE is committed to strengthening infrastructure and making Abu Dhabi stand out globally. “We are committed to making a positive contribution to the Abu Dhabi Demand Side and Energy Rationalization Strategy 2030, providing a range of regulatory enablers and supporting tools to help project owners meet their statutory requirements.”
The U.S. Department of Energy has been grappling with the challenges posed by urban growth, especially those related to energy and water consumption. To date, the DSM strategy has helped reduce 3.3 million tons of carbon emissions, equivalent to an economic benefit of AED 1.1 billion, and saved up to 6,500 GWh of electricity and 234 million cubic meters of water.
The DSM regulations support the government’s objectives under the Abu Dhabi Demand Side Management and Energy Rationalization Strategy 2030, which was published in 2019 to deliver economic and environmental benefits in line with the Abu Dhabi Vision and UAE National Strategy. The strategy aims to address supply and demand through a multi-stakeholder approach of nine projects that has the potential to reduce electricity consumption and water consumption by 22% and 32% from 2013 baselines by 2030.
These programs include building retrofits, demand response, efficient water use/reuse, building codes, street lighting, district cooling, standards and labelling, energy storage, and rebates and behavior change.
