Emirates News Agency – GPSSA ends ‘Your Promise to Protect You’ inspection campaign

ABU DHABI, 22nd March, 2023 (WAM) — The General Pensions and Social Security Authority, GPSSA, has concluded its ‘Your Promises Protect You’ inspection exercise, held in the first quarter of 2023, with the aim of improving awareness of practices and procedures. The recognition is related to the registration and contribution of insured Emiratis in the GPSSA scheme.

On this occasion, the Authority emphasizes the obligatory role of all parties involved – GPSSA, insured employees and their entities or employers.

The UAE Pensions Authority emphasizes that pensions and social security are vested rights of the insured and their families. The Authority stated that none of the parties involved has the right to violate any of the rules and regulations of the UAE Pensions Law.

It is the entity’s responsibility to ensure that eligible UAE employees are promptly and timely registered with GPSSA under GPSSA’s Insurance Protection Scheme, which applies to all federal and government sector entities working in the UAE, except entities working in Abu Dhabi and Sharjah, except Emiratis employed in the private sector, except those working in Abu Dhabi.

GPSSA is responsible for paying insurance benefits such as pensions, end-of-service benefits, and indemnity to those who are legally protected at the end of service. The payment of these benefits is equivalent to a monthly contribution of 20% deducted from the employee and the entity he/she works for, of which 5% is paid by the insured employed in the government and private sector, 15% is borne by the employer in the government sector, and Employers in the private sector pay 15%, with the government contributing 2.5% to support private sector employees.

If eligible for participation, must enroll an insured UAE employee for his or her entity/employer, which includes a work report that holds UAE citizenship, is between the ages of 18 and 60, and is in good health at the time of appointment .

The entity/employer must register with GPSSA the employees who are subject to the provisions of the Pensions Act within a maximum of one month from the date of joining the service and the employer must provide a statement stating the names of the employees whose service was terminated within a maximum of one month of the date the service was terminated .

According to UAE labor law, contributions must start at the beginning of the month and can be extended up to the 15th of the month. Private sector entities are required to submit staff wage details to GPSSA in January each year and provide the Authority with any changes in staff numbers or wages on a monthly basis.

As part of the social insurance provisions, insured Emiratis must familiarize themselves with registration and contribution requirements, as this will help improve the insured’s benefits and decision-making process.

GPSSA’s inspection team aims to ensure the integrity of all procedures and practices, such as the registration process and contributions paid to employees’ actual wages in accordance with applicable law. During a random inspection visit, the inspector has the authority to verify the legal length of employment of the employee, the official proof of hours worked by the employee, and to review documents, records and documents, such as pay stubs showing that monthly contributions were paid within the lawful range, and The right to hear employee complaints.

GPSSA recognizes that it is necessary for entities/employers to avoid practices that result in fines and non-compliance, some of which include knowingly submitting incorrect data to GPSSA or inspectors for the purpose of not paying the full amount due; knowingly not sharing information with improper intent Obtaining funds; Contributing on behalf of some employees but not all; Charging employees for a share of insurance premiums not regulated by law; Not registering an insured person; Delay in paying insurance premiums for the insured within the time limit.

According to statistics published by the end of January 2023, the number of entities registered with GPSSA reached 10,129 and the number of contributors increased to 97,941.
