Emirates News Agency – Mansour bin Zayed chairs ETCC board meeting to review NAFIS’ 2022 results, 2023 Emiratisation target

The meeting discussed the achievements of the NAFIS program in qualifying, supporting and empowering UAE nationals in the private sector since its inception.

The ETCC announced that the number of job vacancies occupied by UAE nationals in the private sector within the framework of NAFIS exceeded projections for 2022, a significant increase of 70%, with more than 50,000 UAE nationals working in the private sector.

NAFIS data shows that the number of UAE nationals who have joined the private sector since the launch of the scheme reached over 28,700 by the end of 2022, while the number of beneficiaries of the NAFIS financial support scheme reached 32,566. In addition, data shows that 1,300 male and female students are enrolled in NAFIS’s National Health Care Scheme and 643 in its Talent Scheme.

On the other hand, the number of registered partners on the NAFIS platform has reached 7,017, and 17,481 job vacancies have been posted through the platform. In addition, since its launch, NAFIS has signed 24 agreements with strategic partners, including 6 with universities as part of the National Healthcare 11,000 jobs outsourcing companies and suppliers.

The ETCC Board of Directors reviewed the policies and decisions issued since the launch of NAFIS that contributed to these results. These include the Cabinet decision to set the Emiratisation target, establish the NAFIS Fund, impose fines on non-compliant institutions and transfer them to the Fund, a decision on ETCC’s list of NAFIS-related violations and penalties, and eligibility to update benefits offered by NAFIS As well as increases in wage top-ups and child allowances.

The ETCC Board also reviewed the results of the 2% Emiratisation target for the private sector by the end of 2022, and the data showed that a total of 9,293 companies had achieved the 2% or more Emiratisation target, while the total contributions due by January 2023, The amount for companies that did not meet the stated targets for 2022 was approximately AED400 million.

In addition, the meeting reviewed the mechanisms used by the Ministry of Human Resources and Emiratisation to detect violations of the Emiratisation Policy, as well as the results of the monitoring and compliance system in relation to commitments to achieve the 2022 Emiratisation target. Based on thorough investigations, the data showed that the total number of false Emiratisation cases reached 227 with administrative fines imposed on offending institutions (109 institutions) which were downgraded to category (3) based on the applicable classification criteria approved by the Ministry, while 20 The offending agency was handed over to prosecutors to face penalties and stop providing benefits to 130 nationals. During the meeting, the Council discussed some of the strategic plans developed by the Council for 2022, the most important of which included the 2022-2026 Labor Market Supply and Demand Plan, the most attractive and key sectors that the Emiratisation effort will focus on , in addition to the most important initiatives and policies proposed for 2023 to advance the private sector’s Emiratisation agenda in a faster and more efficient manner.

The meeting also discussed the results of the first phase of the ‘NAFIS… Your Way’ campaign, which aims to highlight UAE success stories in the private sector and change perceptions of the work environment and opportunities it offers, as more 2022 More than 101 success stories were shared in 2010 through visual, audio and written communications, as well as social media platforms.

In addition, the Board approved the Emiratization Target for the Private Sector by 2023, which aims to increase the employment of UAE nationals in the private sector, in line with the company’s commitment to achieve the target Emiratisation rate by the end of the year.

The Board also approved the launch of the NAFIS Youth Council under the supervision of the ETCC, with the aim of creating a platform to engage with youth in the private sector, where youth can contribute to support NAFIS by engaging in initiatives and discussions, sharing their success stories and achievements to benefit from They benefit from their experience and ideas in proposing new projects, initiatives and programmes, and identify and propose appropriate solutions to the challenges faced by youth working in the private sector today.

In addition, the Board approved a new operating model for ETCC, which will enable it to fulfill its established role in the next phase, as the Council will continue to focus on the implementation of NAFIS plans and initiatives, as well as continue to play its strategic role in preparing and following up with the UAE National ​​​​Current policy, systems, partnerships, research and strategic reports relevant to citizens working in the private sector and changing their perceptions of the private sector.

The meeting was attended by Minister of Cabinet Affairs Mohammad bin Abdullah Al Gejawi, Minister of Community Development Hessa bint Essa Bhumad, Minister of Economy Abdullah bin Touk · Al Mari and Dr. Dr. Abdulrahman Al Awar, Minister of Human Resources and Emiratisation; Ahmad Belhoul Al Falasi, Minister of State for Youth Affairs, Sarah bint Yousef Al Amiri, Minister of State for Higher Education and Advanced Technology; Ghannam Al Mazrouei, Secretary General of the Ministry of Finance, Board Member and ETCC.

Ghannam Al Mazrouei noted that the council seeks to translate the leadership’s directives by qualifying, training and hiring nationals to work in the private sector and urged companies to post job offers through the NAFIS platform. He said the board was satisfied with the results achieved so far, but the council sought to achieve more in collaboration with strategic partners and private companies, who had played a key role in achieving the results.

Al Mazrouei noted that the NAFIS Youth Council will provide an opportunity to hear young people’s views on NAFIS programs and initiatives, hear their suggestions, and remove barriers they may face. He also said that in addition to overseeing the implementation of the NAFIS scheme, progress in the employment of nationals and providing them with jobs that match their abilities and qualifications, and ensuring that they can meet the future needs of the next stage of development of various industries in the UAE.
