Civil servants or persons in charge of public affairs intend to excessively force them to engage in or refrain from engaging in acts within the scope of their duties, but fail to achieve their goals. If they achieve their goals, they shall be sentenced to criminal detention for a term of not less than one year.

If the crime was premeditated or committed by multiple people, or if the perpetrators were clearly armed, or if the crime involved battery.
