Fines up to Dh1m in Abu Dhabi: 18 illegal housing violations…

The Abu Dhabi local authority listed 18 violations related to the occupation of residential areas, which carry fines ranging from Dh5,000 to Dh1 million.

The list of penalties – a copy seen by the Khaleej Times – serves as a warning to individuals who illegally sublet apartments and villas, live with multiple families and exceed the number of permitted occupants.

The guidelines were released by the Department of Municipalities and Transport as part of a campaign called “Your Home, Your Responsibility” to tackle overcrowding in residential areas.

From the first quarter of 2023, the department will carry out inspections and fines will be imposed for non-compliance. After one year of being fined, the amount for a repeat violation will be doubled.

Below is a list of Regulations on Occupation of Property and Residential Units under Law No. 8 of 2019. Penalties for repeat violations are mentioned in parentheses.

  • Occupation of non-intended real estate and residential units or public housing: Dh50,000 (Dh100,000)

  • Renting public housing or an unauthorized appendage: Dh50,000 (Dh100,000)

  • Occupation of real estate and residential units or public housing prior to issuance of a certificate of occupancy or temporary occupancy: Dh12,500 (Dh25,000)

  • Occupation of real estate and residential units or public housing after the certificate of occupancy has expired: Dh5,000 (Dh10,000)

  • Occupation of real estate and residential units or public housing after cancellation of occupancy certificate: Dh25,000 (Dh50,000)

  • Occupation or lease of real estate, residential units or public housing upon issuance of a full or partial demolition permit: Dh500,000 (Dh1,000,000)

  • Occupation or rental of real estate and residential units or public housing after the competent authority has issued a decision to demolish all or part of it: Dh500,000 (Dh1,000,000)

  • Rental of real estate and residential units or public housing in residential complexes for unauthorized categories: Dh50,000 (Dh100,000)

  • Renting out real estate and residential units as collective housing: Dh100,000 (Dh200,000)

  • Occupying real estate and residential units in a manner exceeding the permitted number of persons: Dh50,000 (Dh100,000)

  • Violation of security, safety and sanitation procedures of a residential unit in relation to ventilation, air conditioning, sanitation and sanitation requirements: Dh25,000 (Dh50,000)

  • Occupying real estate in a manner contrary to the prevailing public norms or morals of the state: Dh25,000 (50,000)

  • Occupying or subletting real estate and residential units or public housing: Dh25,000 (Dh50,000)

  • Residential unit for more than one family: Dh12,500 (Dh25,000)

  • Families living in the same housing unit as bachelors or persons not related by blood or marriage: Dh25,000 (Dh50,000)

  • Rental of buildings built on farms and ranches to workers or bachelors: Dh50,000 (Dh100,000)

  • Buildings constructed on farms and estates occupied by companies or single workers: Dh25,000 (Dh50,000)

  • Obstructing the work of authorized personnel, interfering with them, preventing them from carrying out their duties to control actions that violate the law or its implementing regulations or decisions implemented: Dh50,000 (Dh100,000)
