Hamdan bin Mohammed approves updated model of Dubai’s excellence government

New model meets federal standards and aims to help Dubai’s government departments improve performance by emphasizing innovation and quality

The update applies to the 2024 assessment cycle criteria and categories for the Dubai Government Excellence Program

The model consists of three pillars: Vision, Unique Value and Growth Drivers

His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of the Dubai Executive Council, has approved a new model of excellence in government in Dubai.

Compliant with federal standards, the new model aims to help Dubai’s government sector improve performance by emphasizing innovation and quality, and reinforce Dubai’s position as a leading global city to live and work by prioritizing quality of life and community well-being.

His Highness Sheikh Hamdan bin Mohammed commended the visionary leadership of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, whose initiatives have always served the government Service sets new standards. “Under the leadership of His Highness Sheikh Mohammed bin Rashid, our government has not only met but exceeded the expectations of our citizens, anticipating their needs and ensuring their well-being. His Highness commented: “The world is in a state of rapid change. Just recently, governments from around the globe convened in Dubai for the World Government Summit to discuss future opportunities and challenges. A frontrunner. To this end, we have implemented an updated Excellence in Government model, which aims to improve the environment in which we work by introducing new assessment methods and streamlining the delivery of our services through innovative mechanisms.”

His Highness reiterated that the new model is the result of the teamwork demonstrated by various government departments in Dubai by working together to update performance indicators and establish new goals and standards.

Government Excellence Model
The new model of excellence in government consists of three pillars. The first, the vision, focuses on strengthening the leadership team’s role in guiding government entities through an institutional culture that grows, innovates, and prepares for the future to achieve optimal outcomes.

The second, unique value, focuses on integrating all the criteria for a government entity to add value to its customers and society. It includes a new standard called “Social Value” and a “Partnership” standard that focuses on documenting the basis for partnerships with the private sector.

The third pillar, development enablement, includes innovation standards, and encourages government departments to innovate models, working mechanisms, and innovative services to achieve development and transformation, and enhance competitiveness and global leadership.

Central government entities including the Executive Council General Secretariat, Fiscal Audit Authority, Ministry of Finance, Ministry of Legal Affairs, Supreme Legislative Council General Secretariat, Dubai Digital Authority and Dubai Government Human Resources will help measure the performance of Dubai’s new Government Excellence System main indicators.

They will define the requirements for the main criteria of the new model, measure and provide the results of the central performance indicators of the program government sector, so that they can be integrated into the results evaluation.

Updates include criteria and mechanisms for evaluating the Dubai Excellence in Government Framework and Merit Model, criteria for the Dubai Excellence in Government Medal and variable categories, and the timing for the next evaluation cycle in 2024.

His Excellency Abdullah Basti, Secretary General of Dubai Executive Council and Chairman of Dubai Government Excellence Program (DGEP), Underlined the excellence and unprecedented success of the Government of Dubai over the past 25 years under the leadership of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai.

He said: “The new government excellence model is in line with the latest developments in government working mechanisms, including the ‘Service 360’ policy and the Dubai Future Readiness Index. Newly adopted advanced performance monitoring indicators are combined with quality improvements in service delivery and delivery.”

The updated Government Excellence Model will play a fundamental role in strengthening concepts such as institutional agility, effective public-private partnerships, and integrated proactive government services that rely on the latest digital technologies. The framework will also consider the post-pandemic phase and the requirements for excellence in future preparedness.

Dr Hazza Al Nuaimi, DGEP General Coordinator, saying that Dubai has set a global benchmark for excellence in government and set an example for the world. He emphasized that for more than 25 years, DGEP has played an important role in achieving excellence and innovation in leadership.

These updates make it easier for government entities to prioritize their business development by applying the latest concepts of excellence and benchmarking against global best practices.
