“After more than two years of her steady leadership of the Domestic Policy Council — it’s clear: No one is more capable and determined than Susan Rice to accomplish important things for the American people,” Biden said.

Rice served as national security adviser and U.S. ambassador to the United Nations during Biden’s tenure as vice president.

“As the only person to serve as both national security advisor and domestic policy advisor, Susan’s record of public service makes history,” Biden added.

Biden noted that she “surprised a lot of people” by her choice to oversee domestic priorities, but cited her efforts on health care, gun and police reform, student debt, child care and immigration, among other issues.

The move comes as Biden prepares to formally announce his re-election bid as early as Tuesday.

The Democrat faces some headwinds on immigration, an issue that could resurface during the 2024 presidential campaign, after promising to roll back nearly all restrictive policies put in place by his Republican predecessor, Donald Trump.

She has pushed for faster handing over of unaccompanied children to U.S. sponsors amid a surge in immigration after Biden took office in 2021. The practice has come under scrutiny as Reuters and other media have documented instances of children working illegally in hard work.

Biden announced Rice as his top domestic aide before taking office in January 2021, having previously considered Rice a possible running mate in the 2020 election.

At the time, a source familiar with Biden’s thinking had said he believed foreign policy and domestic policy were intertwined and valued her experience in the federal government as critical to setting his domestic agenda and responding to the Covid-19 pandemic.
