All the ‘t’s are done, the ‘i’s are dotted, and now the proposed entertainment complex at Highway 191 and State Route 158 is about to become a reality.
C. Hodges Development Services plans to build a $45 million entertainment and retail complex on 17.345 acres at the intersection. Midland Development Corp. has agreed to contribute $5 million for roads, drainage, water and other infrastructure. The City of Midland will provide a 10-year property tax abatement and city sales tax rebate. The agreements were announced in a non-binding letter of intent in December. MDC board members will vote on Monday to adopt a resolution accepting the final, binding master development agreement.
MDC executive director Sara Harris said that once board members approve the deal, it will go to Midland City Council for approval — along with the tax cuts — at the March 28 council meeting.
Hodges will be paid $5 million once the city of Midland inspects and approves the infrastructure, Harris told Reporter-Telegram in a phone interview. She said this included the east-west expansion of Sinclair and a new north-south road that had not yet been named.
Bass Pro Shops announced this week that it will be the anchor tenant, occupying a 60,000-square-foot pad designated for a national retailer. Site plans also called for a 60,000-square-foot, two-story home theater and entertainment center with an outdoor music and event stage, as well as space for other general retailers and restaurants.
The definitive agreement calls for Hodges to acquire the land on or before May 1 of this year, to start construction on or before January 1, 2026, and to complete it by January 1, 2027.
“The Hodges have said they want to do that as early as 2024,” Harris said.
She added that MDC is willing to assist with this project because it will also be a catalyst for other developments along the Route 191 corridor, “because that’s where the main development is now.”
Harris noted that Hodges has a strong track record with such developments, including the Canyon West mall in Lubbock.
