Deadly Mexico City Subway collapse An independent audit report issued by the city government on Tuesday found that the May earthquake was partly caused by the lack of bolts in the overpass beams that had been defective before the major earthquake occurred.

The collapse put pressure on Carlos Slim, a close ally of President Andrés Manuel López Obrador and the richest man in Latin America, whose construction company was responsible for building part of the collapsed line.
In the second phase of the DNV investigation results shared by city officials, the company stated that defects, including the lack of functional bolts on a considerable length of the line, caused the north and south beams to buckle.
These shortcomings allowed the structure to operate as two independent girders, which carried a weight that it could not handle.
The report stated: “This creates conditions that cause the deformation of the central transverse frame and the initiation and propagation of fatigue cracks, further reducing the ability of the structure to support loads.”
The company said that other possible factors include defects in the beam itself and the design of the frame.
According to the report, parts of the collapsed overpass were in a “damaged state” before a severe earthquake in 2017 caused partial damage to the subway. The auditor also observed poor welding practices.
The head of Mexico City’s public works department, Jesus Esteva, said that the municipal government has begun to repair the line, and the report’s findings will be shared with the Technical Advisory Committee.
“In the next few days, we will sign agreements with these companies. They will complete this work,” Esteva said, but did not add more details.

Grupo Carso did not immediately comment on the report, ICA did not respond to Reuters’ request for comment, and Alstom representatives could not be reached.
Lopez Obrador said in June that Caso will repair the line for free so that it can reopen within a year.
DNV’s preliminary report found “six defects in the construction process” that led to the accident, and pointed out insufficient bolts and deformation of structural supports.
The company was originally scheduled to submit a follow-up report on August 23, but requested an extension of two weeks to complete the investigation. It is expected that the company will still provide the results of the third phase of the investigation on what happened.
Local media reported that expert analysis cost Mexico City more than $1 million.
