Established in 1992, MSF’s United Arab Emirates (UAE) office represents 30 years of MSF’s institutional presence in the Gulf region and the wider Middle East. MSF-UAE aims to strengthen the organization’s presence in the region while becoming a recognized center of expertise for projects and thematic campaigns specific and unique to the region through its functional pillars of communication, partnerships, operational human resources and facilitation operate. MSF-UAE is a branch of MSF France and part of the MSF Operational Center Paris (OCP) Group, which currently includes MSF France, the United States, Japan and Australia.

purpose of the position
Under the supervision of MSF France GD, and according to the charter and domestic registration of MSF UAE, the executive director (“ED”) is responsible for leading MSF UAE to complete MSF’s social mission, promote MSF UAE’s current strategic goals, and determine the future strategic direction. The ED will have a specific engagement targeting the Gulf region while optimizing MSF UAE’s impact to the wider region and engaging with all relevant platforms of the MSF movement.
main duty
Leadership and management of UAE delegations and offices
The ED is responsible for ensuring that MSF-UAE’s financial and human resources are managed effectively, efficiently and ethically, and for developing and maintaining the credibility and reputation of MSF’s medical humanitarian missions in the UAE, GCC, MENA and globally. ED leads and manages an office of over 35 people, 20 of whom host and support on behalf of other MSF entities, with an annual budget in excess of AED 8 million.
Implement and develop MSF UAE’s strategic goals
ED will continually identify strengths and opportunities, maintain existing stakeholder networks, and identify potential new stakeholder networks to enable MSF to fulfill its social mission, while actively engaging with MSF UAE to translate its mission statement into concrete results . EDs need to ensure that different units or areas of activity including communication, partnerships, general office management and field human resources serve their purposes effectively and proactively provide them with the necessary guidance in line with MSF UAE’s strategic goals and priorities Serving the social mission of MSF.
More specifically, it requires:
- By producing, translating and disseminating materials, ensuring communication activities support the institutional objectives of the UAE and MSF in the region, the OCP team based in Dubai and the actions of all MSF in the region and the world.
- Ensure partnership activities retain existing donors and revenue while investigating opportunities to grow with existing resources.
- Ensure field HR activities achieve their purpose by utilizing available resources and opportunities to support actions in the region and the MSF movement as a whole.
- Ensuring that the different people, teams and entities employed or hosted by the Office are properly welcomed and supported; that they are interacting and collaborating smoothly for the overall benefit of the MSF movement.
Participation, Networking and Representation

The ED will maintain the existing MSF-UAE network and contacts and develop new ones to remain relevant and achieve the Office’s strategic goals.
In addition, speaking in the local and international media and speaking in the UAE and the region or representing Doctors Without Borders is required.
The different layers of the MSF movement
ED further leads MSF-UAE to participate in building a highly interdependent and responsible MSF international movement in different fields, and hopes that the branches will serve the whole MSF movement:
- Personally involved in crossover and capacity sharing with Beirut and Amman, where MSF is currently investing in various programmes, and working with other regional offices such as Nairobi and Dakar with similar opportunities and challenges.
- Is part of the OCP Group Executive Platform and will participate in and provide regular feedback to the Group’s governance mechanisms.
- With the consent of the GD Paris, participates in the MSF’s full executive committee (albeit without voting rights) and can be asked to participate in the different platforms of the movement.
Direct support to hosting operational and logistical entities.
- Facilitate the coordination and deployment of operations in the region by working closely with the OCP Dubai Cell and other OCs.
- Support MSF-Logistique’s work in the region by making connections and providing services, and informing other MSF offices of work and opportunities in the region.
- Leverage local contacts and partnerships available for deployment across the MSF portfolio.
Facilitate the development and grounding of the MSF Associative identity in the office and throughout the region.
- Facilitate engaging discussions and connections with activists, promote association life with the entire region by linking with the MSF movement, by providing services to create a strong MSF network and engaging with association dynamics to achieve a long-term vision Related initiatives MSF entities in the region.
qualifications
basic
- At least 5 years experience in the humanitarian sector.
- Ability to foster an innovative, professional, “open door” management culture that empowers managers and employees to realize their potential and encourages employees to challenge assumptions.
- Demonstrated understanding of communications, fundraising, operating human resources and supporting field operations.
- Strong leadership, analytical, networking and presentation skills.
- Strong written, communication, cross-cultural and interpersonal skills.
- Gain background knowledge and understanding or interest in the MENA/GCC region and its civil society.
- Ability to travel extensively in the GCC/MENA region, MSF field and MSF HQ locations.
- Fluency in written and spoken English.
