Private sector employees can have part-time, temporary and flexible work contracts under new law
Recruitment consultants say part-time work is a boon for young mothers and retired senior professionals.
Anjali Samuel, managing partner at Mindfield Resources Consultancy, said most part-time jobs are in web design, copywriting and accounting.
Beginning on 2 February 2002, the new UAE Labour Law allows residents to work part-time in addition to their main job. They can take a second job without approval from their primary employer. All they need is a temporary work permit from the Ministry of Human Resources and the Emirates.
Part-time jobs tend to be seasonal roles, such as hospitality, salesman, mystery shopper or retail, said Deepa Sud, CEO of Plum Jobs, a Dubai-based HR consultancy, executive search and business transformation consultancy. They tend to attract family-sponsored students or individuals.
However, according to experts, such jobs have not gained much traction, mainly because people in the region are not used to the model.

“The UAE government already offers part-time visas, but many companies do not consider this the most cost-effective option as most businesses require full-time employees. Likewise, most expats are looking for full-time positions,” Deepa Sud said.
Most companies hire full-time positions or internships, the latter of which is cheaper than hiring someone with experience, she said.
“Part-time work is neither growing nor shrinking. It’s not gaining much traction at all. Most expat workers are looking for full-time jobs and for many the only way to have any quality of life here is to make enough money To manage life here and send money back to their families. With the rising cost of living, this is becoming more and more challenging for most people,” said the chief executive of Plum Jobs.
Under the new law, employees in the private sector can have part-time, temporary and flexible work contracts. To avoid employee burnout or employer abuse of human resources, UAE law imposes a threshold of 144 hours on average over a three-week period.
Under another temporary work contract, people in the UAE can work part-time for a specific period or on a project basis until the work is completed. In addition, a one-year temporary work permit allows teens to obtain part-time work during their studies to shape their skills and prepare them for work. Students between the ages of 15 and 18 are eligible for a work permit.
