Some people on the Asiana flight tried to stop the person from opening the door, but the door was partially opened, the Department of Transportation said.
The plane with 194 people on board was flying from the southern island of Jeju to the southeastern city of Daegu.
The flight usually takes about an hour.
It was not revealed how long the door was open.
The flight then landed safely at Daegu International Airport.
Asiana Airlines and government officials said the incident terrified some passengers, but no one was hurt, though some were evaluated at a hospital.

The Department of Transportation later said the person who opened the door had been detained.
Images showed police in plain clothes arresting a passenger.
Police have taken the passenger into custody and are investigating possible breaches of aviation security laws, the ministry said.
Their motives are unclear.
The passengers included teenage athletes scheduled to compete in an athletics meet in Ulsan, another city in the southeast.
