According to the United Nations, gang-related violence has displaced more than 19,000 Haitians in recent months.

Haiti’s top diplomat called on the UN Security Council to help deal with the country’s escalating gang violence and crime.

Foreign Minister Claude Joseph told the 15-member institution on Monday that the existing UN political mission needs to be shifted to strengthening Haiti’s security and law enforcement agencies, and Haiti is also in Political crisis The assassination of President Jovenel Moise in July made the situation worse.

“It is important to take into account the new realities facing the country and adjust the mission accordingly,” Joseph said.

Since the devastating earthquake in 2010, this Caribbean country has been struggling. Soon after Moise was assassinated, another earthquake in August killed more than 2,200 people and damaged or destroyed tens of thousands of houses.

At the same time, Haiti continues to deal with escalating gang-related killings, kidnappings and turf wars. According to the United Nations, violence has forced approximately 19,000 Haitians from their homes in recent months, many of them living in temporary shelters and unsanitary conditions.

After the 2010 earthquake, the Security Council deployed a mature peacekeeping mission in Haiti. It was replaced by police missions in 2017 and then by smaller political missions in 2019.

The UN Special Envoy for Haiti, Helen La Lime, also told the Security Council in a speech on Monday that although the Haitian National Police has been trying to follow the recommendations made by UN policing experts this summer, the force is “excessively strained and under-resourced”.

The Haitian government “must take a more comprehensive approach to the problem of gang violence,” Lalem said.

In turn, Joseph stated that officials need the United Nations Mission in Haiti to focus on supporting the government’s efforts in “security, stability and protection of civilians.”

The mission’s mandate will be extended this month and now includes the promotion of police professionalism and support for national strategies to reduce violence. It also has many other goals, such as advancing electoral reforms.

Criticism of U.S. deportation

Council members said that Haiti needs sustained support to find a way forward, although some have also emphasized the country’s role in this regard.

“Ultimately, it is up to the Haitian people themselves to get the country out of trouble,” said Geng Shuang, the deputy ambassador of China. He compared years of international aid efforts with blood transfusions or oxygen inhalation for someone, which “have proven to be neither significantly effective nor sustainable.”

He and his Russian counterpart Dmitry Polianski also criticized the deportation of thousands of Haitian asylum seekers along the US border. Thousands of others were allowed to enter the United States temporarily to seek their request to stay.
