The UN Special Envoy for Haiti, Helen La Lime, also told the Security Council in a speech on Monday that although the Haitian National Police has been trying to follow the recommendations made by UN policing experts this summer, the force is “excessively strained and under-resourced”.

The Haitian government “must take a more comprehensive approach to the problem of gang violence,” Lalem said.

In turn, Joseph stated that officials need the United Nations Mission in Haiti to focus on supporting the government’s efforts in “security, stability and protection of civilians.”

The mission’s mandate will be extended this month and now includes the promotion of police professionalism and support for national strategies to reduce violence. It also has many other goals, such as advancing electoral reforms.

Criticism of U.S. deportation

Council members said that Haiti needs sustained support to find a way forward, although some have also emphasized the country’s role in this regard.

“Ultimately, it is up to the Haitian people themselves to get the country out of trouble,” said Geng Shuang, the deputy ambassador of China. He compared years of international aid efforts with blood transfusions or oxygen inhalation for someone, which “have proven to be neither significantly effective nor sustainable.”

He and his Russian counterpart Dmitry Polianski also criticized the deportation of thousands of Haitian asylum seekers along the US border. Thousands of others were allowed to enter the United States temporarily to seek their request to stay.
