Special Stanley County Planning Commission meeting focuses on adult entertainment ordinance

The Stanley County Planning Commission will hold a special meeting to consider the definition of adult entertainment following amendments proposed at the commission’s regular meeting.
A special meeting will be held Friday at 1:00 pm in Room 13, Stanly Licensing Office, Stanly Commons, North 1st Street, Albemarle.
At the planning committee’s regular meeting on Monday, the committee introduced a proposed text amendment that would further define what constitutes adult entertainment.
County planner Bailey Emrich briefed the board, saying the county had requested the amendment.
The proposed amendments define adult live entertainment as follows: “Shows featuring topless dancers, exotic dancers, strippers, or male or female impersonators who provide entertainment that appeals to people’s sexual desires, regardless of the performance Is it out of consideration.”
Another proposed change concerns the definition of an adult institution. The term “and adult live entertainment” will be added to the institutional definition. In addition, the phrase “massage therapy” shall be further defined to mean “massage and bodywork establishments”. Massage and body therapy businesses would not be defined as adult establishments by definition.
Current regulations state that adult establishments require a special use permit.
Adult establishments may not be located within 1,000 feet of residential areas, religious institutions, schools, parks, playgrounds, libraries, or places where “minors regularly gather.” The premises also must not be located within 1,000 feet of a residence or other adult establishment.
