UAE Cabinet approves new public-private partnership law

DUBAI: His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, chaired a meeting of the UAE Cabinet on Sunday in Qasr Al Watan, Abu Dhabi.

During the meeting, the Cabinet approved a new law to strengthen the partnership between the government and the private sector.

The permit for the region’s first electric cargo aircraft powered entirely by clean energy has also been approved.

The Cabinet meeting reviewed the country’s achievements at the global level, with the UAE ranking first out of 156 global indicators in 2022, compared to 121 in 2020.

In addition, the UAE ranked in the top five in 288 global indicators this year, compared to 189 in 2020. The UAE ranks among the top 10 in the world in 432 indicators, compared to 314 in 2020.

The Cabinet also reviewed the remarkable growth in the UAE’s economic and trade indicators, with constant price GDP growth of 8.4% in the first quarter of 2022, totalling AED399 billion, compared to AED368 billion in the same period in 2021.

The UAE’s foreign trade has grown by leaps and bounds by more than 50%, reaching AED10.60 trillion in the first half of this year, compared to AED702 billion in the same period in 2020.

The Cabinet reviewed the achievements of the country’s tourism industry in the first half of 2022. The results showed that the contribution of tourism to the national economy increased by 12%. The number of hotel guests increased by 42% to 12 million guests, compared to 6.2% before the Covid-19 pandemic. In the first half of 2022, the industry’s total revenue reached AED19 billion.

“We expect a strong tourism performance this winter,” Sheikh Mohammed noted.

new partnership opportunities

The Cabinet approved the promulgation of a federal law regulating the partnership between the UAE federal authorities and the private sector. The law aims to organize partnerships between the two sectors, encourage private sector participation in development and strategic projects, increase investment in projects of economic and social value, and increase the competitiveness of projects in local, regional and global markets.

Banking Support

The Cabinet has approved a proposed federal decree to amend Federal Law No. 14 of 2018 on Central Banks and Financial Institutions and Organizations, aiming to achieve a balance between the rights and obligations of the banking industry.

Amendments to the federal law also aim to ensure compliance with the directives and decisions of the Central Bank and limit the phenomenon of financial stumbling.

Legislation for medical facilities and the veterinary profession

Cabinet also approved amendments to federal laws regarding private healthcare facilities, including progressive administrative and financial penalties for violations of healthcare facilities.

Cabinet approved the enactment of a federal law on the professional practice of veterinary medicine. By law, a license is required to work in the profession and a public registry with the Ministry of Climate Change and Environment to register veterinarians and staff working in the veterinary paramedical profession in the country.

The Cabinet meeting agreed on the interim licensing process to operate the new freighter aircraft within the UAE Regulatory Lab at the UAE Cabinet General Secretariat. The temporary permit is designed to meet alternative and green energy requirements and reduce transportation costs for suppliers and consumers.

The Cabinet has approved the reorganization of the UAE Youth Council for 2022, led by Shamma bint Suhail bin Faris Al Mazrui. The Cabinet also approved the addition of all specialties related to the country’s medical and health sector in the “Nafis” scheme.

In addition, the Cabinet has approved a number of international agreements with some friendly countries such as Spain, Indonesia and Jamaica, as well as agreements with the International Committee of the Red Cross (ICRC).
