The UAE authorities will resume visit visas and entry permits from August 30.
According to a tweet from the Emirates customer service team, UAE residents holding a visa issued in any emirate can now land in Dubai.
Previously, only people with residence visas issued by Dubai could enter the UAE from countries that restrict travel to the UAE (including India, Pakistan, and Bangladesh, etc.).

In response to a visa question on Twitter, Emirates support staff stated that passengers travelling to Dubai with a UAE residence visa need to obtain approval from the Federal Identity and Citizenship Administration (ICA).
“According to the current update, all UAE residents, newly issued residence or work visas, short-term/long-term visas, visitor visas, and visas on arrival will be accepted to travel to Dubai. Passengers traveling with UAE resident visas must obtain GDRFA or ICA approval,” the post read.
