As the Chairman of the Counter-Terrorism Committee next year, the UAE will build on what has been achieved during India’s presidency, the minister said
The UAE’s statement was delivered by Culture and Youth Minister Noura bint Mohammed Al Kaabi at a UN Security Council meeting in New York on Thursday.
A high-level meeting held under the Indian presidency in December 2022 discussed “Threats to international peace and security posed by acts of terrorism: A global approach to countering terrorism – principles and future perspectives”.
“Over the past two decades, through this organization, our country has adopted numerous measures and policies to address the threat posed by terrorism to international peace and security, most notably the adoption of the historic Security Council Resolution 1373 , in response to one of the greatest challenges of our time undermining stability and prosperity.Despite effective efforts by the international community, we are witnessing how the global terrorist threat adapts through sophisticated methods and sophisticated Able to differentiate and proliferate, as terrorist groups use natural resources to finance their operations, using modern technology to launch terrorist attacks across borders. They take advantage of the absence of state power in some regions and the fragmented international focus due to many crises and different priorities to exacerbate and threaten this scourge.”
“We have made great strides in strengthening international cooperation, building capacity, and developing effective counter-terrorism strategies and tools. But we also recognize that there is still a long way to go to eliminate terrorism, and thus the need for greater international cooperation . ” It is necessary to maintain momentum and remain vigilant, identify and make up for shortcomings, and prevent loopholes from being exploited. We also need to be more agile in keeping up with the tactics of terrorist groups, and even be proactive in preventing extremism and terrorism. “
In her speech, she emphasized that efforts should be made to fight extremism and terrorism from three main aspects, and said: “With regard to the expansion of the geographical scope of terrorist activities, the African continent, like other countries, has not been immune to the scourge of this act. . Nearly half of the victims of terrorism worldwide are hotbeds of terrorist activity. Cross-border terrorist threats. All tools at the Security Council’s disposal, including sanctions committees, must be used to curb the activities of terrorist groups. Regional and local efforts must also be supported to strengthen cooperation with Actors coordinated, and women and youth engaged.”
Second, terrorism uses sophisticated means and methods: Terrorist groups have demonstrated their ability to exploit technological advances, including drones and digital currencies, to achieve their goals. The Delhi Declaration on Combating the Use of Emerging Technologies for Terrorist Purposes is therefore an important step on which we look forward to building on closing these gaps and developing a robust regulatory framework involving local and global governments and the private sector. “
“Third, terrorism in all its forms must be addressed through the development of comprehensive and multilateral strategies based on the prevention of extremism. We cannot eradicate terror without exposing the extremist ideologies that fuel violence and hatred and incite murder and destruction Therefore, we must free our societies from extremism and address its root causes by spreading awareness and consolidating the values of tolerance. From this perspective, my country hosted the Human Fraternity Conference, which witnessed the Human Fraternity Document The signing of “Pope Francis and Al-Azhar Grand Imam Ahmad Tayeb for World Peace and Coexistence” to promote dialogue among human beings on coexistence and fraternity and to promote these globally values.
At the end of the statement, Al Kaabi emphasized that combating terrorism remains the Council’s top priority and that, as Chair of the Counter-Terrorism Committee next year, the UAE will build on the achievements achieved during India’s presidency in December 2022. The UAE will continue to cooperate with its counterparts in the Security Council so that the Counter-Terrorism Committee can carry out its mandate and achieve a safe, stable and prosperous society.
