The International Air Transport Association (IATA) has welcomed recent steps by the United Arab Emirates (UAE) to strengthen deterrence against unruly passengers on flights.
The UAE intends to ratify the Montreal Protocol of 2014 (MP14) – a move that will strengthen global legal deterrents against unruly and disruptive passenger incidents on board aircraft.
From May 1, UAE authorities will have the power to regulate unruly and disorderly passengers landing in the country, regardless of where the aircraft is registered.
This addresses an existing loophole in international air law that often leads to those accused of misconduct being prosecuted for their misconduct.
International issues disrupting passengers
In a survey, 60% of IATA member airlines cited lack of jurisdiction as a key factor in not prosecuting disruptive passenger incidents.
Air accidents have become a growing problem on commercial airline flights worldwide in recent years.
The International Air Transport Association (IATA) has reported a significant increase in incidents of unruly behavior on flights, including verbal and physical abuse, attacks on crew members and other passengers, and failure to follow safety procedures.
Typical incidents on board include physical assault, harassment, smoking or failure to follow crew instructions.
These events can jeopardize flight safety, cause significant delays and disruptions to operations, and adversely affect the travel experience and work environment for passengers and crew.
There are a variety of reasons for the increase in unruly behavior, including alcohol or drug use, mental health issues, frustration over flight delays or cancellations, and political or social tensions.
Unruly passengers pose a serious threat to flight safety. They can disrupt aircraft operations, endanger the lives of other passengers and crew, and cause financial loss to airlines.
Additionally, unruly behavior can lead to flight diversions, delays and cancellations, causing inconvenience to passengers and significant costs to airlines.
IATA statement
International Air Transport Association welcomed the move by the United Arab Emirates in an official statement. Kamil Al-Awadhi, Regional Vice President, Africa and Middle East, IATAsaid: “IATA welcomes the leadership shown by the UAE in ratifying MP14.”
“Not only will this give the UAE authorities significant new powers to deal with unruly passengers landing in the country, but as a major aviation market and ICAO council member, it will also encourage other countries to ratify MP14.”
“Ensuring greater international coordination and strengthening legal deterrents against unruly and disruptive passengers who pose a threat to the well-being and onboard safety of passengers and crew are priorities for the entire aviation industry.”
