The move was prompted by the political situation in Afghanistan, which has yet to host an international team.
As part of the deal, trial nation Afghanistan will play the UAE in three T20I series matches in each of five years.
“We are delighted to support the ACB in ensuring they provide a home for the game of cricket,” Mubashir Usmani, secretary-general of the Emirates Cricket Board (ECB), said in a statement.
“We also thank the Afghanistan Cricket Board for agreeing to play a series of T20I matches with the UAE every year.
“This will provide valuable opportunities for our UAE team and help them develop,” he added.
So far, the Afghan team has been playing and training on a series-by-series basis.
