From 1 January 2023, all employees in the UAE will Must be enrolled in the state’s unemployment insurance program – This guarantees financial security in case someone loses their job.

Under the plan, if an employee loses their job, they will receive cash benefits for a limited period not exceeding three consecutive months — however, not all cases of unemployment will be covered.

The official website of the Insurance for Involuntary Unemployment (ILOE) program lists certain eligibility criteria. Those who lost their jobs due to resignation were not entitled to cash benefits.

Here are some of the conditions that the insured must meet:

  • There must be a subscription period of at least 12 consecutive months, and the subscription cannot be interrupted for three consecutive months. Insured employees should also pay premiums on time.
  • He or she should certify that the reason for unemployment was not resignation and that he or she was not fired for disciplinary reasons.
  • Applicants need to file a claim within 30 days of losing their job or resolving a labor complaint with judicial authorities.
  • Insured workers should not have existing complaints related to absence from work.
  • He or she is not entitled to compensation if his or her claim involves fraud or deception, or if the agency they worked for is fictitious
  • Unemployment should not be the result of non-peaceful strikes or lockouts, whether they cause harm or not.
  • The insured must be legally residing in the UAE.

However, the government has exempted certain categories from the requirement. These include investors, business owners, domestic workers, casual employees, young people under the age of 18, retirees receiving a pension and joining a new employer.

There are various channels for subscribing to the scheme, from business service centers to bank ATMs, currency exchange companies, insurance affiliates (www.iloe.ae), du and etisalat, and via SMS.

When paying premiums, employees can choose from a variety of billing methods, which can be monthly, quarterly, semi-annual or annual.

For employees with a base salary of Dh16,000 and below, premiums are as low as Dh5 per month, Dh60 per year or Dh120 for two years. Compensation in this category shall not exceed Dh10,000 per month.

Those whose basic salary exceeds Dh16,000 need to pay Dh10 per month or Dh120 per year. Compensation for this category shall not exceed Dh20,000 per month. The policy value is subject to VAT of five percent.
