The Abu Dhabi Police recently announced the procedure

Applicants must be UAE residents.
According to their official Instagram account, for a fee of Dh600, individuals can “request for the replacement of a driver’s license issued by certain foreign countries and Gulf countries to a driver’s license issued by the UAE”.
In order to use the service, applicants will need a valid Emirates ID, an original foreign driver’s license from one of the recognized countries, and a legal translation of the driver’s license in Arabic. The original license must be valid and permanent.
Applicants must also complete an eye examination and must be a UAE resident. The service is available through the Abu Dhabi Police Smart App, the Abu Dhabi Police website or the Customer Service Centre.
